| المستخلص: | هدفت الدراسة إلى تحديد الأدوار والمسئوليات والأولويات المرتبطة بالعوامل المؤثرة في صناعة القرارات الاستراتيجية في مواجهة فيروس كورونا المستجد، وهو ما لا يأتي إلا من خلال توافر رؤية استراتيجية واضحة تأخذ في الحسبان مقتضيات الواقع الجديد الذي يفرض نفسه على دول العالم أجمع من خلال رسم حزمة من السياسات والبرامج الهادفة للحد من تفشي الفيروس من ناحية، والحفاظ على سلامة وصحة المواطنين من ناحية أخرى. \nولتحقيق أهداف الدراسة استخدم الباحث في ضوء الفروض التي تم اختبارها واستنادا إلى طبيعة عينة الدراسة التي تتضمن فئة أعضاء المنظومة الصحية وعددهم (205) وفئة مختلف فئات المجتمع (المواطنين والمقيمين) وعددهم (179)، وقد تم استخدام نوعين من أنواع الأساليب الإحصائية وهما: أسلوب الإحصاء الوصفي حيث تم استخدام متوسط قيم استجابات أفراد العينة وفقا لمقياس ليكارت والانحراف المعياري Standard Deviation، أسلوب الإحصاء الاستدلالي حيث تم استخدام تحليل التباينANOVA لتحديد ما إذا كانت هناك فروق ذات دلالة إحصائية بين آراء مجموعتي الدراسة حول الأسئلة المطروحة عليهم أم لا، ولقد تم استخدام مستوى معنوية 0,05 وهو المستوى الشائع استخدامه في الدراسات والأبحاث العلمية. \nوتوصلت الدراسة لعدد من النتائج من أبرزها: اتفاق آراء العينة الكلية وكذلك آراء مجموعتي الدراسة فيما يتعلق بالأهمية النسبية للعوامل المؤثرة في صناعة القرارات الاستراتيجية في مواجهة فيروس كورونا، حيث تمثلت هذه العوامل في إمكانيات وقدرات القطاع الصحي سواء فيما يتعلق بالإمكانيات المادية أو الإمكانيات البشرية، وسرعة تدفق المعلومات وتغيرها بشكل مستمر. \nولقد أوصت الدراسة بمجموعة من التوصيات جاءت أهمها في: ضرورة المراجعة المستمرة للقرارات والإجراءات والتدابير التي تتخذها المملكة العربية السعودية بشأن تطورات انتشار الفيروس، خاصة وأن العالم أجمع في سباق حول السعي نحو تخفيف الإجراءات المقيدة للحياة الطبيعية واستخدام مصطلح "العالم الجديد The New World". \n The study aims to identify the roles, responsibilities, and priorities associated with factors influencing strategic decision-making in facing the novel coronavirus. This comes only through the availability of a clear strategic vision that takes into account the requirements of the new reality that imposes itself on all countries of the world by drawing up a package of policies and programs aimed at reducing the spread of the virus on the one hand, and maintaining the safety and health of citizens, on the other. \nIn order to achieve the objectives of the study, the researcher used in light of the assumptions tested and based on the nature of the study sample, which includes the category of members of the health system who numbered (205), and a group from different groups of society (citizens and residents) and they numbered (179). Two types of statistical methods were used: the descriptive statistics method where the average response values of the sample members were used according to the Likert scale and Standard Deviation, and the method of evidentiary statistics where ANOVA variance analysis was used to determine whether there are statistically significant differences between the views of the two study groups on the questions posed to them. A significance level of 0.05 has been used, which is commonly used in scientific studies and research. \nThe study produced a number of findings, most notably: the consensus of the overall sample as well as the views of the two study groups regarding the relative importance of factors influencing strategic decision-making in facing COVID-19. These factors were represented by the potential and capabilities of the health sector, both in terms of material and human potential, and the speed of information flow and its continuous change. \nThe study made a number of recommendations, the most important of which are: the need to continuously review the decisions, actions, and measures taken by Saudi Arabia regarding the development of the virus, especially as the whole world is in a race in seeking to ease the measures restricting normal life and using the term “The New World.” \nThis abstract translated by Dar AlMandumah Inc. 2021 |
