| المستخلص: | شهد العال م خلال السنوات القليلة الماضية ظهور العديد من الاتجاهات التربوية العالمية التي تهدف إلى إضفاء بعد دول ي على الممارسات الجامعية، بما يضمن اتساع نطاق تقديم وانتشار الخدمات التعليمية، وجعلها عابرة لحدود الدول والقارات، وفي مقدمة ذلك تأتي التوأمة الجامعية التي أصبحت تشكل في العديد من المؤسسات الجامعية جزءا لا يتجزأ من استراتيجية التنمية المستدامة، ومدخلا مهما لتحقيق أهدافها، وأقرب طريق لإحداث ثورة شاملة في المنظومة الجامعية؛ الأمر الذي جعلها مطلبا أساسية وأمرا حتميا وضروريا؛ لتحقيق أهداف استراتيجية التنمية المستدامة (رؤية 2030). وبالرغم من أهمية استراتيجية مصر للتنمية، فقد أكدت الدراسات أن استراتيجية مصر للتنمية المستدامة هي مجرد رؤية أو حلم لا تحمل قيما معينة، بل تتضمن مجموعة من الأهداف والمؤشرات اللازمة لقياس هذه الأهداف المبالغ فيها، والتي لا يوجد ميزانية أو آلية لتطبيقها، وليست استراتيجية بالمفهوم المتعارف عليه في أدبيات التخطيط الاستراتيجي، وقد استهدف البحث الحالي وضع تصور مقترح لتحقيق أهداف استراتيجية التنمية المستدامة رؤية مصر 2030 في ضوء توأمة التعليم الجامعي، بتحليل فلسفة استراتيجية التنمية المستدامة رؤية مصر 2030 ، وتحليل أهداف التعليم الجامعي في ضوئها، ومن أهم ما توصل إليه البحث ضرورة الأخذ بالتوأمة الجامعية كمدخل لتحقيق أهداف استراتيجية التنمية المستدامة رؤية مصر 2030 ، وإجراء المزيد من البحوث حول كيفية تفعيلها، وبيان أهميتها، بما يسهم في تحقيق استراتيجية التنمية المستدامة. Over the past few years, the world has witnessed the emergence of many global educational trends that aim to add an international dimension to university practices which leading to achieve an expansion in the range of the provision and spread of educational services and making them cross the borders of countries and continents. And on top of this comes the university twinning, which in many university institutions has become an integral part of the sustainable development strategy and an important entry point for achieving its goals beside being the closest way to a comprehensive revolution in the university system. Which made it a basic requirement and an inevitable matter to achieve the goals of the sustainable development strategy (Vision 2030) Despite the importance of Egypt's strategy for development, studies emphasized that Egypt's strategy for sustainable development is just a vision or dream that does not carry specific values, but rather includes a set of goals and indicators that are necessary to measure these exaggerated goals, which there is no budget or mechanism to implement, and it is not a strategy in the recognized sense of the literature of strategic planning. The current research aimed to develop a proposed vision to achieve the goals of the sustainable development strategy Egypt Vision 2030 in light of the twinning of university education, by analyzing the philosophy of the sustainable development strategy Egypt Vision 2030, and analyzing the goals of university education in light of it. One of the most important findings of the research is the necessity of adopting university twinning as an entry point to achieve the goals of the sustainable development strategy, Egypt Vision 2030, and conducting more research on how to implement it and explain its importance, in a way that contributes to achieving the sustainable development strategy. |
