| 520 | |a يهدف البحث إلى دراسة إيجابيات وسلبيات تكنولوجيا الثورة الصناعية الرابعة المتعلقة بالروبوتات العسكرية في الحروب المستقبلية، ومدى خضوعها لقواعد النزاعات المسلحة الدولية وغير الدولية، في الوقت الذي أفرزت فيه هذه التكنولوجيا أساليب قتال حديثة تعتمد على وجود روبوتات قادرة على الدخول في حروب دون الاعتماد على البشر ودون مساعدة منهم، بل وقادرة على اتخاذ قرار بالقتل والتدمير. ويتناول البحث عدة موضوعات من بينها: ماهية الروبوتات ونشأتها وتطورها وأنواعها واستخداماتها والفرق بينها وبين الطائرات المسيرة، والمخاطر المترتبة على استخدام الروبوتات في النزاعات المسلحة، ومدى خضوع هذه التكنولوجيا لقواعد النزاعات المسلحة أو ما يعرف بقواعد وأعراف الحرب بسبب عشوائية هذه الروبوتات الأتوماتيكية أو ذاتية التحكم والتي بإمكانها تسبيب آلام وأضرار مفرطة سواء للمحاريين أو المدنيين. استخدم الباحث المنهج الوصفي التحليلي الذي يعتمد على بيان ماهية الروبوتات ذاتية التحكم، والمخاطر المترتبة على استخدمها أثناء النزاعات المسلحة، ومدى توافقها مع قواعد وأعراف الحرب، وذلك بالرجوع إلى المراجع العربية والأجنبية ومواقع الانترنت. خلص البحث إلى كثرة اعتماد الدول في حروبها الحديثة على هذه التكنولوجيا أو ما يسمى بالثورة الصناعية الرابعة المبنية على الذكاء الصناعي للأسلحة المستخدمة في هذه الحروب، وأن قواعد القانون الدولي الإنساني هي الحاكمة لمدى مشروعية أو عدم مشروعية وسائل القتال أثناء النزاعات المسلحة، ومن بينها هذه الوسائل الحديثة ذاتية التحكم أو التي يترتب عليها عشوائية الأثر. | ||
| 520 | |b This research paper aims to study the pros and cons of the technology of the fourth industrial revolution related to military robots in future wars, and the extent to which they comply to the rules of international and national armed conflicts. At a time when technology produced modern methods of combat that depend on the presence of robots capable of entering wars without relying on humans and without helping them, and even able to make a decision to kill and destroy. The research deals with several topics, including: What are robots and their origin and development, types and uses and the difference between them and drones, the dangers resulting from the use of robots in armed conflicts, and the extent to which this technology is subject to the rules of armed conflicts, or what is known as the rules and customs of war because of the randomness of these automatic or self-controlled robots that can cause excessive pain and damage, whether for combatants or civilians. The researcher uses the descriptive analytical method that depends on clarifying what autonomous robots are, the risks involved in using them during armed conflicts, and their compatibility with the rules and customs of war, by referring to Arab and foreign references and websites. The research concludes that many countries in their modern wars rely heavily on this technology, or the so-called fourth industrial revolution, which is based on the artificial intelligence of weapons used in these wars, and that the rules of international humanitarian law are governing the extent of the legitimacy of means of combat during armed conflicts, among them these means are modern self, control or with random-effect. | ||
