| المستخلص: | مع زيادة التكاليف التي تتحملها أنظمة الضمان الاجتماعي نتيجة للانتشار المتنامي للأخطار الاجتماعية ونقص في مواردها التمويلية بسبب التغيرات الاقتصادية والاجتماعية المتسارعة، أصبحت مهددة بمشكلة التوازن المالي، مما استوجب طرح بدائل يمكن أن تكون حلولا فعالة لهذه الإشكالية، وباعتبار الحوكمة من الأدوات الجديدة التي بدأت تطرح كبدائل في مختلف الأنظمة الاقتصادية سنسعى لإبراز الدور الذي يمكن أن تلعبه الحوكمة في إرساء التوازن المالي لنظام الضمان الاجتماعي بالجزائر. Avec l'augmentation des coûts portés par les systèmes de sécurité sociale en raison de la prévalence croissante des risques sociaux et le manque de ressources en matière de financement en raison de changements économiques et sociaux rapides, les systèmes de sécurité sociale sont menacés par un problème d'équilibre financier ce qui nécessite de trouver des alternatives qui peuvent être des solutions efficaces à ce problème.\nComme la gouvernance est l’un des nouveaux outils, qui a débuté en tant que substituts dans divers systèmes économiques, nous chercherons à mettre en évidence le rôle que la gouvernance peut jouer dans l'établissement de l'équilibre financier du système de sécurité sociale en Algérie.\n With the increase in the costs borne by social security systems as a result of the growing spread of social risks and the shortage of their financial resources due to the accelerating economic and social changes, they have got threatened by the problem of financial balance, which necessitated the introduction of alternatives that can be effective solutions to this problem. Considering governance is one of the new tools that have begun to be proposed as alternatives in the various economic systems, we will seek to highlight the role that governance can play in establishing the financial balance of the social security system in Algeria.\nThis abstract translated by Dar AlMandumah Inc. 2021 |
