| 520 | |a يهدف هذا البحث إلى توضيح دلالات الحكم الرشيد وأهدافه وآلياته من منظور إسلامي ومن منظور غربي؛ ولتحقيق هذا الهدف تم الرجوع إلى المصادر والمراجع التي لها علاقة بالبحث، ومحاولة جمع ما تفرق في بطون الكتب، واستقراء ذلك وتحليله وتقسيمه. وقد تم تقسيم البحث إلى مقدمة وثلاثة مباحثة ففي المقدمة: تناولت فيها أسباب اختيار الموضوع، وهدف البحث، والمنهج المتبع فيه، وهيكله. والمبحث الأول: تناولت فيه دلالات الحكم الرشيد من منظور إسلامي ومنظور غربي. والمبحث الثاني: تناولت فيه أهداف الحكم الرشيد من منظور إسلامي ومنظور غربي. والمبحث الثالث: تناولت فيه آليات الحكم الرشيد من منظور إسلامي ومنظور غربي وقد توصل البحث إلى مجموعة من النتائج. أهمها: 1-من دلالات الحكم الرشيد من منظور إسلامي الدعوة إلى الحق، والعدل، وحفظ الدين، وعمارة البلدان. 2-من دلالات الحكم الرشيد من منظور غربي الدعوة إلى حكم القانون، والشفافية، والمسؤولية، وبناء التوافق، والمساواة، والفعالية، والكفاءة، والمساءلة، والرؤية الاستراتيجية. 3-من أهداف الحكم الرشيد من منظور إسلامي: إرساء النظام في المجتمع، وحفظ العدل، ورفاهية المجتمع، ورعاية الإنسان وتطبيق القانون، والسعي لعلو الإسلام، والتقدم في المجتمع. 4-من أهداف الحكم الرشيد من منظور غربي: تفعيل الديمقراطية، واستقلال الإدارة عن السلطة السياسية والمالية، والاستقلال الاقتصادي والاجتماعي، وتعزيز حقوق الإنسان، واحترام المبادئ القانونية. 5-من آليات الحكم الرشيد من منظور إسلامي: وجوب التقيد بالشرع، والشورى، وخضوع الدولة لمحاسبة الأمة. من آليات الحكم الرشيد من منظور غريي: الشفافية، والمشاركة، وسيادة القانون، والمساءلة، والإجماع، والمساواة والكفاءة، والعدل. | ||
| 520 | |b The aim of this research is to clarify the implications of good governance and its objectives and mechanisms from an Islamic and Western perspective; Sources and references that have to do with research, and try to collect what differentiates in the books, extrapolate analyze and divide it. The search was divided into an introduction and three investigations. In the introduction, it dealt with the reasons for the choice of the subject, the purpose of the research, the method and its structure. The first is that the implications of good governance are addressed from an Islamic and western perspectives. The second topic is that the objectives of good governance are addressed from an Islamic and western perspectives. The third topic dealt with the mechanisms of good governance from an Islamic and western perspective. The research came up with a set of findings. The most important are: 1- One of the signs of good governance from an Islamic perspective is the call for truth, justice, the preservation of religion, and the architecture of countries. 2- A sign of good governance from a Western perspective is the call for the rule of law, transparency, responsibility, consensus-building, equality, effectiveness, efficiency, accountability, and strategic vision. 3- One of the objectives of good governance from an Islamic perspective: establishing order in society, preserving justice, the well-being of society, caring for the human being and applying the law, seeking the highs of Islam, and progress in society. 4- One of the objectives of good governance from a Western perspective: the activation of democracy, the independence of the administration from political and financial power, economic and social independence, the promotion of human rights and respect for legal principles. 5- One of the mechanisms of good governance from an Islamic perspective: it is obligatory to abide by Sharia, shura, and subject the state to holding the ummah accountable. 6- From a Western perspective: transparency, participation, the rule of law, accountability, consensus, equality and efficiency, and justice. | ||
