| 520 | |a التنمية بمفهومها العام هي شكل من أشكال تغيير المجتمع نحو تحقيق احتياجاته الأساسية، وهى بالتالي عملية موجهة ومقصودة لتحقيق أهداف محددة للمجتمع، تتحدد أساسا في رفع المستوى المعيشي للسكان، إلا أن تناقضاتها بدأت تطفو على السطح في مطلع القرن العشرين، تبرز في تهديد صحة الإنسان والمحيط الحيوي للبيئة، مما تطلب النظر بعين الاعتبار لتصحيح مسار مفهوم التنمية، ولذا اتجه المجتمع الدولي إلى تبني فلسلفة جديدة في التنمية، أطلق عليها مصطلح التنمية المستدامة، تراعي في ذلك البعد البيئي وتعالج المشكلات الاجتماعية كانتشار ظاهرة الفقر والحفاظ على المحيط الحيوي للبيئة وحماية مواردها. والتنمية المستدامة تعني حسب التصور الجامع بأنها التنمية التي تلبي احتياجات الحاضر دون الإخلال والمساومة بمستقبل الأجيال اللاحقة. ولذا جاء هذا المفهوم ليعزز الدور التنموي القائم على تحقيق التوازن بين ما هو اقتصادي واجتماعي وبيئي. وظل المفهوم غامضا حتى سنة 1987، أين اخذ بعدا آخر من قبل لجنة التنمية والبيئة في الأمم المتحدة، والذي ألح على ضرورة إدراج السياسة والإدارة والتخطيط في كل عملية تنموية، وصياغة استراتيجية لتنفيذها بدقة. إلا أن الاختلاف في تنفيذ استراتيجية التنمية المستدامة يكمن في الهوة الموجودة بين الشمال والجنوب، لاعتبارات مختلفة تبرز أن الدول الصناعية الكبرى لها من الآليات ما يكفيها لتنفيذ برامج الاستدامة، على عكس الدول العربية التي تواجه مشكلات معقدة يصعب بحقيق مبدأ الاستدامة في قطاعاتها التنموية. وفي ظل هذا التباين المفترض، حاولنا طرح الإشكالية التالية: ما هي العراقيل التي تواجه الوطن العربي في تنفيذ استراتيجياتها التنموية؟ وما هي الآليات التي اتخذها لتنفيذ استراتيجية التنمية المستدامة لتحقيق النمو ومطالب المجتمع الأساسية؟. وخلصت الدراسة، إلى أن الوطن العربي يواجه حاليا عقبات وصعوبات في تبني هذه السياسة، لأسباب داخلية كالحروب الأهلية، وانتشار الفقر والتخلف، وتغييب مبدا الحكامة، وكذا غموض المفهوم لدى الساسة وصناع القرار في البلدان العربية، وخارجية كالتبعية الاقتصادية للدول المتقدمة، والديون المتراكمة التي تلزم هذه الدول على الامتثال لقرارات الدول الكبرى. ورغم ذلك، فالوطن العربي له من الإمكانيات ما يستطيع تحقيق مشروعه التنموي الشامل، شريطة العمل المشترك التعاون المفضي إلى تحقيق أهدافه بعيدا عن الأنانية ونكران الذات. | ||

Development is a sense of changing society towards achieving its basic needs. thus it is a process directed to achieve specific goals for society .mainly defined in raising the standard of living. However .its contradictions began to surface at the end of the twentieth century appeared in treat to human health and destroyed the biosphere of the environment which required to be considered to correct the concept of development . therefore .the international community has tended to adopt a new idea in development called sustainable development that takes into account the environmental dimension and addresses social problems such as poverty and preserving the envinment then protecting its resources. As we know. sustainable development means development that meets the needs of the present without disrupting and compromising the future generations .therefore .this concept came to play role of protecting based on achieving a balance between what is economic social and environmental. but the concept remained ambiguous until 1972. where was it taken by the development and investigation commitee in united nations to another dimention which insisted on the need to include management and planning in every development process and formulate a strategy to implement it accurately. however .it appeared a difference between the north and the south in implementation of the sustainable development strategy lies by many things such as. the major industrialised countries have sufficint mechanisms to implement sustainability programs in against. arab countries face complex problems that are difficult to achieve the principle of sustainability in their development sectors. so .we tried to raise the following problem . what are the obstacles facing the arab world in implementing its development strategies and what are the mechanisms that it has taken to implement the development strategy to achieve growth and principle society demands. The study concluded that the arab world is currently facing many difficulties in adopting the policy accordingto many reasons such as civil wars . povertyand the absence of governance as well as the ambiguity of the concept policians and decision makers. have foreign countries such as tha economic dependance of developmentcountries and the depts that oblige arab countries to comply with the decisions of the major countries. So . the arab world has what it can achieve its comprehensive development project provided that joint action and cooperation conducive to achieving its real development goals. | ||
