| المستخلص: | حاولت الولايات المتحدة الأمريكية في السنوات الأخيرة من الحرب العالمية الثانية، الحصول على قاعدة جوية في مطار الظهران في المملكة العربية السعودية، لتسهيل العمليات العسكرية في الحرب مع اليابان، وبعد نهاية الحرب مباشرة، وافقت الحكومة السعودية على عقد اتفاقية لبناء قاعدة جوية عسكرية أمريكية في الظهران، جددت هذه الاتفاقية عدة مرات حتى عام 1951، حينما جرت محادثات بين الطرفين لتوقيع اتفاقية جديدة وطويلة الأجل، تطرقت المفاوضات إلى مسألة السيادة الوطنية والفترة الزمنية للاتفاقية، والمساعدات العسكرية المقدمة إلى السعودية، وقد أرادت الحكومة الأمريكية إرضاء نظيرتها السعودية من خلال عرضها تقديم أسلحة عسكرية إليها وتدريب قواتها، لأجل الوصول إلى اتفاق مرض لها. بعد المباحثات عقدت اتفاقية مطار الظهران في الثامن عشر من حزيران 1951، مدتها خمس سنوات ويجدد لخمس سنوات أخرى، تألفت بنودها من عشرين مادة وملحق، حددت في بنود الاتفاقية مساحة المطار وحدودها التي ستستعملها القوة الجوية الأمريكية، وسيادة الدولة السعودية فيها، وسلطات وصلاحيات والتزامات وواجبات الطرفين فيها. In the last years of World War II, the United States of America attempted to obtain an air base at Dhahran Airport in Saudi Arabia, to facilitate military operations in the war with Japan, and immediately after the end of the war the Saudi government agreed to conclude an agreement to build a US military air base in Dhahran. This agreement was renewed several times until 1951, when the talks took place between the two parties to sign a new and long-term agreement, the negotiations touched on the issue of national sovereignty, the time period of the agreement, and the military assistance provided to Saudi Arabia, The American government wanted to satisfy Saudi Arabia by offering a provide military weapons to it and training its forces, in order to reach a satisfactory agreement with her. After the talks, the Dhahran Airport Agreement was concluded on the eighteenth of June 1951, with duration of five years and renewed for another five years. The provisions consisted of twenty articles and an annex, in which thee terms of the agreement specify the area of the airport and the limits to be used by the US Air Force, and the sovereignty of the Saudi state in it, and the Authorities, powers, obligations and duties of the parties. |
