| 520 | |b The study aims to evaluate the Jordanian parliamentary elections in 2016. Also, it aims to compare them analytically and theoretically with electoral governance to explore their conformity with the standards and its quality since the lack of confidence in the electoral process is due to the weak institutional electoral performance. In order to achieve the objectives of the study, it had used the system method for David Easton and comprehensive approach to governance election in a total context for its stages, and it shade out the theoretical concept of electoral governance and its theories were conceptualized as a concept with standard loads that can be relied on in evaluating the quality of elections. The study concludes that electoral governance is a testing framework that establishes a case of an evaluation review of the electoral process and its practical quality of the enforcement of the standards governing it. In addition, the study concludes that it is an effective tool in upgrading and improving the outcomes of the electoral process if applied to reflect reliability and confidence in conducting the electoral process. Also, the study concludes that an existence of procedural weakness of the Jordanian parliamentary election process that took place in 2016 which is due to weak adherence to the standards of electoral governance by the Independent Electoral Commission in a manner that achieves the required quality. Finally, the study concludes that there an absence of confidence in the democratic process exists as well as with its tools represented by the elections. In the light of results, the researcher presents an appropriate recommendations. | ||
| 520 | |a ترمي الدراسة إلى تقييم الانتخابات البرلمانية الأردنية عام ٢٠١٦، ومقاربتها تحليليا ونظريا مع الحوكمة الانتخابية لاستكشاف مدى توافقها معياريا وإجرائيا مع متطلباتها ومدى الجودة فيها، حيث إن قدرا من فقدان الثقة يشوب العملية الانتخابية، ناتج عن ضعف الأداء المؤسساتي الانتخابي. ولتحقيق أهداف الدراسة تم استخدام منهج تحليل النظم لديفيد إيستون واستخدام المقترب الشامل لحوكمة الانتخابات ضمن سياق كلي لمراحلها، وجرى تأصيل نظري لمفهوم الحوكمة الانتخابية والنظريات التي تؤصل له، باعتباره مفهوما ذا حمولات معيارية يمكن الركون إليها في تقييم أية انتخابات ومدى جودتها. خلصت الدراسة إلى أن الحوكمة الانتخابية تعد إطارا فاحصا يكرس حالة من المراجعة التقييمية للعملية الانتخابية ومدى الجودة العملية في إنفاذ المعايير الحاكمة لها، كما تعتبر أداة فاعلة في ترقية وتجويد مخرجات العملية الانتخابية إذا تم تطبيقها بما يعكس الموثوقية والثقة في إجراء العملية الانتخابية؛ وتوصلت إلى وجود ضعف إجرائي للعملية الانتخابية البرلمانية الأردنية التي جرت في ٢٠١٦ ناتج عن ضعف الالتزام بمعايير الحوكمة الانتخابية من قبل الهيئة المستقلة للانتخاب بشكل يحقق الجودة المطلوبة؛ وكذلك تداعي الثقة في العملية الديمقراطية وأداتها الرئيسة المتمثلة بالانتخابات. وخلصت الدراسة إلى مجموعة من التوصيات. | ||
