| المستخلص: | تستعرض هذه الدراسة نشأة وتطور الإدارة المحلية والحكم المحلي في اليمن عبر العصور (القديمة، الوسطى الحديث)، وتم التركيز على العصر الحديث ابتداء من فترة الحكم العثماني فحكم الأئمة لشمال اليمن والاستعمار البريطاني في جنوب اليمن، ثم فترة ما بعد قيام الثورة اليمنية (سبتمبر وأكتوبر) في ستينيات القرن الماضي، حيث قسمت اليمن بشطريها إداريا، وصدرت العديد من التشريعات المنظمة للسلطة المحلية والحكم المحلي في الشطر الشمالي، كذلك هي كانت في الشطر الجنوبي، وجرى العمل بهده القوانين حتى قيام الوحدة اليمنية عام ١٩٩٠، وبعد قيام الوحدة اليمنية تم تقسيم اليمن إداريا، كما احتلت قضية الإدارة المحلية والحكم المحلي في اليمن موقعا بارزا في الجدل السياسي حول البنية المؤسسية للدولة المركزية، على اعتبار أن نظام الإدارة يقوم على إعطاء المجتمعات المحلية حق المبادرة والمشاركة واتخاذ القرار على مستوى المحافظات والمديريات. This study reviews the origins and development of local administration and local government in Yemen through (ancient, modern, middle) eras. Emphasis was placed on the modern era, beginning with the Ottoman rule, then the Imams of northern Yemen and British colonization in southern Yemen, and then the period after the beginning of the Yemeni revolution (September and October) in the 1960s. Yemen has been divided into two parts in terms of administration, and many legislations have been issued regulating local authority and local government in the northern part, and similar was the case with the southern part. These laws were introduced until the establishment of Yemeni unity in 1990. After the establishment of the unity in the country, Yemen was divided administratively, and the issue of local administration and local government in Yemen occupied a prominent place in the political debate over the institutional structure of the central state, considering the management system is based on giving local communities the right of initiative, participation, and decision-making at the governorate and directorate levels. \nThis abstract translated by Dar AlMandumah Inc. 2021 |
