| 520 | |a إن أهم تحدي يواجه الحكومات المختلفة هو كسب رضا مواطنيها للمزيد من التأكيد على شرعيتها، وضمان مشروعيتها، ومن أجل هذا أصبحت الهيآت الحكومية المختلفة تعمل على تبني الاستراتيجية والمشاريع والمداخل الحديثة التي بوسعها التمكين من ذلك، والاستفادة القصوى من معطيات تكنولوجيات الإعلام والاتصال على اعتبار أن الثورة المعلوماتية أصبحت هي الإطار المحدد لمعالم هذا العصر. كما أصبح مستوى تقدم الدول يحدد من خلال جملة من المؤشرات تقاس بواسطتها جودة الخدمات الحكومية باعتبارها الهدف الأسمى للإدارة العمومية، ولذلك ظهر مفهوم الإدارة الإلكترونية كتعبير عن قناعة المسئولين بضرورة وحتمية التغيير من أجل عصرنة الخدمات المقدمة. | ||
| 520 | |b The most important challenge facing any government is to win its citizens’ satisfaction to further assert its legitimacy. Accordingly, various government agencies are adopting new strategies, projects and approaches and maximizing the benefits of information and communication technologies. The level of progress of countries is determined by a set of indicators that measure the quality of governmental services. Therefore, the concept of electronic management has emerged as an expression of the officials' conviction of the necessity and the inevitability of change to modernize the provided services. | ||
| 520 | |d Le défi le plus important auquel est confronté les différents gouvernements est de convaincre leurs citoyens afin d’affirmer leur légitimité et d’en garantir leur gouvernance. Par conséquent, les divers organismes gouvernementaux veillent à adopter de nouvelles stratégies ainsi que des projets et approches modernes qui peuvent le permettre et agréent d’optimiser les avantages des technologies de l’information et de la communication. D’autant plus, que le niveau de progrès des pays est déterminé par un ensemble d’indicateurs qui mesurent la qualité des services publics en tant qu’objectif ultime de l’administration publique. C’est pour cette raison que le concept de gestion électronique est devenu une expression qui traduit la volonté et contentement des responsables à la nécessité et l'inévitabilité du changement afin de moderniser les services fournis. | ||
