| المستخلص: | This study attempts to determine the financial impact of the customs dismantlement under the Euro-Algerian Partnership Agreement on the State's public revenues since the agreement entered into force from September 1, 2005, until 2015 as the customs collection is one of the most important elements of this revenue. This effect is achieved first by estimating uncollected customs revenues on imports from the European Union within the framework of the application of customs exemptions and concessions. Then finding out the proportion of such uncollected customs revenues from total public revenues. Finally, having obtained this ratio, we can assess the impact of customs dismantling whether it is significant for the State's public revenues or not. \nThis abstract translated by Dar AlMandumah Inc. 2021 تحاول هذه الدراسة معرفة الأثر المالي الذي أنتجه التفكيك الجمركي الذي جاء في إطار اتفاقية الشراكة الأورو-جزائرية على الإيرادات العامة للدولة منذ دخول الاتفاقية حيز التنفيذ بداية من أول سبتمبر 2005، إلى غاية سنة 2015 ، باعتبار أن الجباية الجمركية هي إحدى أهم عناصر هذه الإيرادات، هذا الأثر نتوصل إليه أولا من خلال تقدير الإيرادات الجمركية غير المحصلة على الواردات من الاتحاد الأوروبي في إطار تطبيق الإعفاءات والامتيازات الجمركية، ثم معرفة نسبته هذه الإيرادات الجمركية غير المحصلة من إجمالي الإيرادات العامة، وأخيرا وبعد الحصول على هذه النسبة يمكننا تقييم أثر التفكيك الجمركي هل هو ذو دلالة بالنسبة للإيرادات العامة للدولة أو ليست له دلالة . Cette étude a pour objet de connaitre l’impact financier produit par le démantèlement tarifaire, dans le cadre de l’accord d’association entre l’Algérie et l’union européenne, sur les recettes publiques de l’Etat depuis la mise en application de cet accord le 1er septembre 2005 jusqu’à l’année 2015, en considérant la tarification douanière comme l’un des éléments les plus importants de ces dites recettes. Nous pourrons déterminer cet impact financier à partir de l’estimation des recettes douanières non perçus sur celles émanant de l’Union Européenne dans le cadre de l’application des exonérations et des concessions douaniers et déterminer ensuite le pourcentage de ces recettes douanières non perçus de la totalités des recettes publiques. Enfin, et après avoir en ce pourcentage, nous pourrons estimer l’impact du démantèlement douanier, et savoir quelle est sa signification par rapport aux recettes publique de l’Etat. |
