| المستخلص: | نتج عن التحولات التي تعرضت لها المؤسسات التقليدية، منذ الفترة الاستعمارية إلى اليوم، تراجع مكانة ودور التنظيمات الجماعية في تدبير الشؤون العامة المحلية. وتبعا لذلك، عملت الدولة المغربية، على مر السنوات، على مواكبة مسلسل من المحاولات الرامية لإعادة تكييف مقاربات التدبير والتنمية لخصوصيات المجالات والترابات المحلية. يتعلق الأمر بورش يسعى إلى جعل المقاربة المعتمدة على البناء والتكامل وترشيد التدخلات العمومية لمختلف الفاعلين، تحل محل المقاربة التقليدية المؤسسة على مركزية القرار وإنتاج الأعمال والخدمات. تقدم هذه المساهمة العلمية عناصر تقييم لمحاولات تحسين مقاربة تدبير الشؤون العامة الترابية، وذلك من خلال دراسة حالة برنامج مواكبة التخطيط الجماعي. مكنتنا دراسة هذه الحالة من تقييم درجة بلوغ النتائج المراد تحقيقها من وراء البرنامج المذكور والذي يبدو من أبرز المحاولات الهادفة إلى تبني المقاربة الترابية في تدبير الشأن العمومي الجماعي، كما أن تحديد نقط قوة ونقط ضعف هذه التجربة أفادنا في اقتراح بعض المنافد الممكن سلكها لتحسين تدبير الفعل العمومي الترابي بالمغرب. The changes experienced by traditional institutions, from the colonial period to the present day, have resulted in the deterioration of the place and the role of community organizations in the management of local public affairs. As a result, the Moroccan State has over the years conducted a process of attempts to rehabilitate management approaches and development to the specificities of local spaces and territories. This is a project that aims to replace the traditional approach based on the centralization of the decision and the production of services and services by another approach aiming at the construction, the complementarity and the optimization of the interventions of the different actors in a given territory. This scientific contribution deals with the elements of an assessment of the improvement of the territorial public affairs management process through the case study of the Program of Support to Municipal Planning (PAPCO). Indeed, this case study allowed us to evaluate the degree of achievement of the results assigned to this program which is among the main temptations to adopt the territorial approach. The identification of the strengths and weaknesses of this PAPCO experience served us for the proposal of some ways to improve the management of territorial public action in Morocco. Les mutations que connaissent les institutions traditionnelles, depuis la période coloniale a nos jours, ont comme résultat la détérioration de la place et le rdle desorganisations communautaires dans la gestion des affaires publiques locales. Par conséquent, 1’Etat marocain a mene au fil des années un processus d’essais de réadaptation de démarches de gestion et du développement aux spécificités des espaces et territoires locaux. II s’agit d’un chantier qui vise a remplacer la demarche classique basée sur la centralisation de la decision et de la production des prestations et services par une autre démarche visant la construction, la complementarité et l’optimisation des interventions des différents acteurs dans un territoire donne. Cette contribution scientifique traite des eléments d’une évaluation des essais d’amélioration de la demarche de gestion des affaires publiques territoriales a travers l'étude de cas du Programme d’Appui a la Planification Communale (PAPCO). En effet, ce cas d’étude nous a permis d’évaluer le degre d’atteinte des resultats assignés a ce programme qui parait parmi les principales tentations d’adoption de la demarche territoriale. L’identification des points forts et des points faibles de cette experience du PAPCO nous a servi pour la proposition de certaines pistes d’amélioration quant a la gestion de l’action publique territoriale au Maroc. |
