| المستخلص: | شهد عصرنا الحالي تطورات متلاحقة في تكنولوجيا الاتصالات والمعلومات رافقها تغر في قدرات الأفراد في التعامل مع التكنولوجيا نحو السهولة واليسر والسرعة في عمليات التواصل والوصول إلى مصادر المعلومات.\nومما لا شك فيه أن هذه الثورة التكنولوجية الحديثة نتج عنها سلوكيات تباينت بين الإيجابية إذا ما استغلت على الوجه الأمثل، والسلبية إذا تمرد مستخدموها على القواعد الأخلاقية والضوابط القانونية إلى تنظم شئون الحياة الإنسانية، والفارق بينهما كيفية استخدام الفرد لها.\nلذا فإن هذه الثورة تستحق الاهتمام بها ودراستها من جميع جوانبها التقنية والنفسية لمعرفة مدى تأثيرها على المجتمع حيث أشارت الإحصاءات والدراسات إلى تزايد الدلائل إلى أخطار التكنولوجيا وإساءة استغلالها، لذا فنحن في أمس الحاجة إلى وجود سياسة وقائية تحفيزية وقائية ضد أخطار التكنولوجيا، وتحفيزية للاستفادة المثلى من إيجابياتها. ومع ازدياد مستخدمي التكنولوجيا في العالم أصبح هناك حاجة ملحة للحديث عن الاستخدام المسئول للتكنولوجيا.\nفقد أكد (سالم، ٢٠٠٢) أن حياة الإنسان قد أصبحت أكثر ارتباطا بالأجهزة التكنولوجية، حيث شكلت التكنولوجيا الرقمية العلاقات الدولية، وأصبح امن المعلومات أحد أركان الأمن القومي لمعظم دول العالم، لاسيما مع ازدياد أعداد مستخدمي الإنترنت.\nومن هذا المنطلق ظهر مصطلح جديد أصبح يكتسب زخما واهتماما كبيرين في جميع أنحاء العالم وهو مصطلح (المواطنة الرقمية).\n Our current era has witnessed successive developments in communications and information technology, accompanied by a shift in individuals' ability to deal with technology towards ease and speed in communication and access to information sources.\nThere is no doubt that this modern technological revolution has resulted in behaviors that varied between Positivity if optimally exploited and Negative if the users revolt against moral rules and legal controls to regulate human life affairs, and the difference between them is how the individual uses it.\nSo this revolution deserves attention and study in all its technical and psychological aspects to see how it affects society. Statistics and studies pointed to increasing evidence of the dangers and misuse of technology. Therefore, we are in dire need of a preventative and motivating policy, preventive against the dangers of technology, and motivating to benefit from its advantages optimally. As technology users increase in the world, there is an urgent need to talk about responsible use of technology.\n(Salem, 2002) stressed that human life has become more associated with technological devices. Digital technology has shaped international relations, and information security has become one of the pillars of national security for most countries in the world, especially as the number of Internet users increases.\nFrom this perspective, a new term has emerged, which is gaining momentum and interest throughout the world; it is the term "digital citizenship."\nThis abstract translated by Dar AlMandumah Inc. 2020 |
