| المستخلص: | The study is concerned with that education general and university education in particular have an impact on economic life through its impact on levels of production and productivity,, and that it is an investment that has its cost and return. Government spending on education plays a major role in solving the problem of the poor level of the student's education. Through government spending, schools and universities are adopted and equipped with modern technology, and teachers and university professors ’wages are also improved. The lack of government spending on education is not the only factor that led the student to his weak level of education, but there are other elements, some of which relate to the student, teacher, school system and the general climate surrounding the student. Private higher education institutions still play à small role interms of their absorption of student numbers compared to government university institutions.
