| المستخلص: | تتلخص مشكلة الدراسة في معرفة أهم الإنجازات التي حققها المجلس في مسيرته الخليجية وكيف واجه المهددات والانعكاسات الأمنية والسياسية خلال هذه المسيرة. وقد هدفت الدراسة إلى معرفة أهم المعوقات الأمنية وأثر التغيرات الجيوسياسية في منطقة الخليج والشرق الأوسط وكذلك دور القوى الكبرى في هذه التغيرات وتحديد السياسات اللازم اتباعها من دول المجلس الخليجي للحد من الأثار السلبية لهذه الانعكاسات. • وقد قامت الدراسة باختيار (3) أهداف رئيسية: بيان الإنجازات التي حققها مجلس التعاون الخليجي. • تحليل دور القوى الإقليمية والقوى الكبرى في الحد من إنجازات المجلس. • التعرف على دور القوى الكبرى في هذه التغيرات. • بيان كيف واجه مجلس التعاون الخليجي المهددات خلال هذه الفترة. ولتحقيق أهداف الدراسة واختبار الفروض اعتمد الباحث المنهج الوصفي والتحليلي والاستقرائي من خلال الدراسات السابقة لتحديد المشكلة والأهمية والأهداف والنتائج. توصلت الدراسة لعدد من النتائج من أهمها: أن أغلب تفاعلات النظام الإقليمي الخليجي في مرحلة النظام الدولي الثنائي القطبية؛ كانت ترجع إلى تأثيرات محددات البيئة الداخلية. أن النظام الخليجي له القدرة على التأثير في التفاعلات الإقليمية والدولية بسبب الثروة النفطية وتحول موازين القوى التي شهدها النظام الإقليمي. التنوع والتعدد في مصادر الخطر على الأمن في الخليج. ومن أهم التوصيات التي توصل لها الباحث تعظيم الإنجازات التي تم تحقيقها ومراعاة التأثيرات السلبية للأبعاد الاجتماعية والاقتصادية والسياسية في صياغة الاستراتيجية اللازم اتباعها من قبل دول الخليج لتقليل آثار الانعكاسات والتهديدات الأمنية التي أفرزتها التغيرات الجيوسياسية الإقليمية والدولية على أمن مجلس التعاون الخليجي. The study summaries obstacles in boosting Gulf security and effect of the geopolitical changes and repercussions. The study deals with the geopolitical changes within the regional areas and the Middle East in boosting GCC states security and the super powers role in such changes and fixing necessary GCC states policies followed to put an end to the negative effects for such repercussions. The study is dealing with three main objectives: • The geopolitical changes that has occurred in the Middle East? • The role of regional powers and of the super powers in such changes? • The changes repercussion on GCC state security? To achieve the study objectives and hypothesis quisling, the researcher has considered the descriptive, analytical and inductive approach throughout previous studies to identifying the problem, importance, objectives and results. The study has reached a number of conclusions most importantly: Most of the GCC states regional system interactions during the bipolar international system were due to international environmental determinants. The GCC system has the potential to influence in the regional and international interactions due to its oil wealth and balance of power shift that the regional system has witnessed. Multiple sources of risk on security in the Gulf. The most important recommendations reached by the researcher is taking in consideration the negative effects of the social , economic and political dimensions in drafting the necessary followed up strategy by the Gulf states to reduce the repercussions effects which have been distinguished by the regional and international geopolitical changes on the GCC states security. |
