| المستخلص: | تعتبر التنمية من المهام والوظائف المنوطة بالدولة، لكونها الكيان القادر على التخطيط والتنفيذ، والمالك للإمكانيات المادية والبشرية المطلوبة للعملية التنموية، غير أن فشلها في هذه المسؤولية جعل البحث في الأسباب والعوامل من أهم الاجتهادات الفكرية، وعنوان لتقارير مختلف المنظمات الدولية، والتي تقاطعت فيما توصلت إليه وبخاصة الربط بين التنمية والأسس السياسية للأنظمة السياسية، أي الربط آليا بين التنمية والديمقراطية، وهو الأمر الذي خلق جدلا على المستوى النظري حول أسبقية التنمية عن الديمقراطية أو العكس. وبعد التطورات الحاصلة في هذا الميدان، تم توظيف مفاهيم جديدة شكل مضمونها جامع فكري وإجرائي لمفهومي التنمية والديمقراطية، ومن أهم هذه المفاهيم التنمية الإنسانية.
