| المستخلص: | تهدف هذه المادة البحثية إلى إسقاط الضوء على ظاهرة الفقر وطرق محاربتها باستخدام صندوق الزكاة، فلقد كانت الزكاة ومازالت تعتبر إحدى الركائز والبدائل الهامة في محاربة الفقر والقضاء عليه ضمن منظومة متكاملة تبدأ بالعمل ونبذ التواكل والكسل وتنتهي بإعانة المدين، ويندرج استعمال الزكاة كأداة أساسية لمحاربة الفقر في إطار سياسة اقتصادية أوسع لإعادة توزيع المداخيل في المجتمعات الإسلامية المزكية، فحجم ظاهرة الفقر وتعقدها وتعدد أسبابها وذاتية مفاهيمها يقتضي سياسة منظمة مبنية على معطيات كمية وأرقام دقيقة ومنظمة، ومؤشرات واضحة التعبير على الظاهرة ليس فقط من وجهة النظر التوزيعية، بل ومن كل جانب من جوانب النشاط الاقتصادي، فالزكاة يمكن أن تلعب أكثر من دور في عملية محاربة الفقر وتحقيق النمو والتنمية، فهي تؤثر في إعادة توزيع المداخيل، ولذلك فإن قيام هيئة رسمية كصندوق الزكاة لتولي عملية تحصيل الزكاة وتوزيعها على مستحقيها يعتبر ضرورة حتمية لضمان مصارفها. This research paper sheds light on the phenomenon of poverty and ways to fight it using the Zakat Fund. Zakat has been -and still is- one of the important pillars and alternatives in cutting and eradicating poverty within an integrated system that begins with work and renouncing dependence and laziness and ends with the aid of the debtor. The use of Zakat as an essential tool to combat poverty is a part of a wider economic policy to redistribute income in Islamic societies that pay Zakat. The size, complexity, multiple causes and subjective nature of poverty requires an organized policy based on quantitative data, precise and concise figures, and clear indicators of the phenomenon not only from the viewpoint of distribution, but also from every aspect of economic activity. Zakat can play more than one role in fighting poverty and achieving growth and development. It affects the redistribution of income, the production, and even the consumption. Because of that, the Zakat Fund, as an official authority, takes control of the process of collecting Zakat and distributing it to those who are qualified for it, and that is an imperative necessity to guarantee its disbursement. |
