المستخلص:يشهد عالمنا المعاصر فترة تحديات عظمى نتيجة لثورة المعلومات التكنولوجية التي ظهرت في الآونة الأخيرة"، ومع التسليم بخطورة هذه التحديات وتداعياتها المختلفة في كل ميادين الحياة إلا أننا لا يمكن أن نغفل جوانبها الإيجابية التي أفرزت نوعا من الإرادة والتصميم الأكيد للانطلاق نحو التقدم والأخذ بكل أسباب الإبداع. وكاستجابة مباشرة لهذه التحديات حاولت دول عديدة استحداث نظم وآليات متطورة في كل جوانب العمل لتحسين الإنتاجية والتعامل مع المشكلات المختلفة وحلها بطرق غير مسبوقة، من خلال استحداث مدخل إدارة الجودة الشاملة والذي يهدف إلى تحسين الأداء ورفع كفاءته في كل عناصر العمل المؤسسي بغية الوصول إلى المعدل المطلوب، وذلك اختصارا للوقت وبأقل نفقة ممكنة. وقد ظهر اهتمام المؤسسات التربوية بتطبيق مفهوم إدارة الجودة الشاملة في مجال التعليم العالي للحصول على نوعية أفضل من التعلم وتخريج طلبة قادرين على ممارسة دورهم بصور أفضل في خدمة مجتمعاتهم برفع كفاءتهم التعليمية لتمكينهم من التنافس في مختلف المجالات العلمية سواء على المستوى المحلي أو العالمي.

Our world is witnessing a period of great challenges as a result of the revolution of technological information that has emerged recently, while acknowledging the seriousness of these challenges and their various implications in all spheres of life. As a direct response to these challenges, many countries have tried to develop advanced systems and mechanisms in all aspects of the work to improve productivity and deal with the various problems and solve them in unprecedented ways through the introduction of the TQM portal which aims to improve performance and raise efficiency in all elements of the institutional work in order to reach the required rate , In short time and with minimal expense. The importance of the educational institutions in the field of quality education in the field of education to obtain quality is better than learning and graduating students who are able to practice their role better in serving their communities by raising their educational capacity to enable them to compete in various scientific fields, both locally and internationally. The overall quality of educational institutions depends on the provision of integrated tools and methods that help them achieve satisfactory results. How does the overall quality approach contribute to activating the performance of higher education institutions? As a response to this question, we propose the following hypothesis: The comprehensive quality approach contributes to the performance of the institutions of higher education by developing and activating the performance of the faculty member at the university as the primary responsible for the effectiveness of the outputs of higher education as well as providing the necessary supplies to ensure good collection through providing the latest methods and techniques for teaching as well as appropriate educational programs, Modernity in line with the proposed curriculum. This topic will be addressed through the following axes: The first axis: the system of total quality management in university education - The concept of TQM in higher education. - Characteristics of TQM in higher education institutions. - The reasons for introducing the comprehensive quality system in higher education and the benefits obtained from it. The second axis: Implementing the TQM approach in the higher education sector - Requirements and elements of applying TQM in higher education. - The application of TQM in higher education institutions. The study concluded that the proper and comprehensive application of the concept of TQM ensures that the University achieves excellence, efficiency and effectiveness in performance and thus enables it to provide quality services, thus ensuring its competitiveness and continuity, with the latter having positive determinants for outstanding performance. The adoption of TQM and its application in the management of higher education institutions represents a radical shift in management from the traditional to the modern trends. Higher education institutions are considered to be cultural establishments that contain elite members of faculty, staff, students and dealers. Many universities have sought to pay attention to quality and obtain academic accreditation.
