| 520 | |a تعتبر مسألة هندسة وتصميم النظم الانتخابية حسب البيئة الحلية المعقدة مكونا أساسيا في العملية الانتخابية، وهي التي لا يمكن التطرق لها بمعزل عن مسائل البناء الدستوري والمؤسسي، باعتبارها حيوية لمجالات أخرى متعددة مثل إدارة الصراعات بين السلطة الحاكمة والمعارضة. تهدف هذه الدراسة إلى البحث والتقصي في جوانب القصور التقني في العمليات الانتخابية وكذلك في البيئات الحاضنة للعمليات الانتخابية والسلوك الانتخابي المشاركاتي للفرد والمجتمع المدني ومدى استجابتها لشروط التحول السياسي الديمقراطي، بالإضافة إلى اقتراح تصميم وهندسة نمط اقتراع أو تصويت شفاف ونزيه يرفع من نسبة المشاركة في الانتخابات المختلفة وبالتالي القضاء على العزوف أو الحد منه. | ||
