| المستخلص: | دراسة تناقش الآثار الناجمة جراء هجرة أو انتقال كل أو جزء من نظم الأرشفة الإلكترونية Electronic Archiving Systems (EAS) بمقار العمل On-Premises/ In-Places أو مباني المؤسسات العربية إلى حلول الأرشفة القائمة على الحوسبة السحابية Cloud Computing (CC) ذات الشعبية والانتشار الواسع بما تحققه من وفورات كبيرة في التكلفة والكفاءة والمرونة والتدرجية ومساحات التخزين والقدرة على الحفز والنفاذ والاستمرارية طويلة الأمد، وما تقدمه من حلول وخدمات أرشيفية مطورة أو جديدة. جنبا إلى جنب مع ما تحمله من مخاطر وقضايا أمنية محتملة تبدأ بفقد المؤسسة للسيطرة على محتوى أرشيفها منذ لحظة مغادرته من خلف جدرانها المؤمنة وانتقاله إلى عهدة موفر حل الأرشفة السحابية أو شركة ربحية خارجية تتولى مهام تخزين وحفظ وإدارة وتأمين المعلومات في مواقع بعيدة بمنأى عن يد أصحابها، تمثل مصداقيتها وموثوقيتها الضمات الأوحد للتعامل الآمن مع السحابة، وتنتهي باختلاف منظور أمن وسلامة الوثائق والسجلات ما بين موفر الخدمة بسعيه الدؤوب نحو القيام بعملية النسخ الاحتياطي لتقديم خدمات التعافي من الكوارث مع إمكانية قيامه بإشراك طرف ثالث أو مقاول من الباطن لدعم وتأمين مستودعات التخزين، والمؤسسة وجل همها التصرف في محتوى أرشيفها ونسخه الاحتياطية عند الحاجة إلى تطبيق جداول الحفظ أو سياسة الإتلاف عليه، أو الرغبة في إنهاء العلاقة مع موفر الخدمة لأي سبب من الأسباب كالهجرة إلى غيره أو ترك الخدمة بصفة قطعية والعودة إلى بيئة مقر العمل. بدأت بمقدمة ناقشت موضوع الدراسة وأهميته ومشكلته وأهدافه وتساؤلاته ومنهاجه وحدوده والأدبيات السابقة والمصطلحات التي تم تناولها، تلاها متن الدراسة وانقسم بدوره إلى أربعة أجزاء ناقش أولها الأرشفة السحابية من حيث المزايا والقضايا والتحديات، ونماذج النشر بالسحابة، واستعرض ثانيها الهجرة إلى حلول الأرشفة السحابية من حيث المفهوم، والاستراتيجية، وعرض ثالثها لقائمة مراجعة لتقييم حلول الأرشفة السحابية؛ أما رابعها فطرح لبعض نماذج ممارسات موفري حلول الأرشفة السحابية على المستوى العربي، واختتمت بأهم النتائج التي تم التوصل إليها، متبوعة بقائمة للمراجع العربية والأجنبية. The purpose of this paper is to demonstrate the Effects caused by the migration of Arab institutions Electronic Archiving Systems (EAS), to Cloud Computing (CC) -based Archiving Solutions, which is popular and widespread owing to its significant achievement in cost, efficiency, flexibility, scalability, storage, and long term preservation, access and sustainability, in addition to the new or improved advanced archival solutions and services which are offered, side by side with the potential risks and security issues started with losing the institution its archive content control from the departure moment of leave the institution's walls to the cloud archiving solution provider custody or external profit company which handles the storage, archiving, management tasks and information secure in remote locations away from their owners hands, the provider credibility and reliability present the only guarantee to cloud safe handling, and ends with documents and records security and safety perspective from the provider which seeking diligent to provide backup process for disaster recovery services, with the possibility of having a third party or subcontractor involved in supporting and securing the storage repositories; to the institution which concerned about the disposal of its archive content and backup copies in case of need to apply the preservation schedules or destruction policy, or desire to end the relationship with the provider for any reason such as migration to another one, or permanently leave the service and turn back to on-premises Environment. It began with an introduction which discussed the study's subject and its importance, problem, objectives, questions, approach, Limits, previous literature, and terminology, followed by the main study which divided into four parts; the First discussed cloud archiving advantages, issues, challenges, and cloud deployment models; The Second display the cloud archiving migration concept, and strategy; The Third is a checklist for evaluating cloud archiving solutions; The Fourth display some models of cloud providers archiving solutions practices at the Arab level, and concluded with the most important results that have been reached, followed by Arab and foreign references list. |
