| 520 | |b The State is not a concept like other concepts in terms of composition, formation and act as being a subject to a variety of conditions and mechanisms in order to control its presence, preserve and the cause of every society from which it descends in order to develop and promote it higher levels. The conflict, in the name of politics and within it, may be based on the fact that only the state is qualified to produce it formally as the first and most audience for the society that they are trying to build only through development. Thus, the functions of the State and the fundamental problems of the same society, whether large or small, are subdivided in order to be visible through its domestic policy or abroad through its foreign policy, which leads international forums to serve the international community. Typically, States are measured by the size of the policies they engage in accordance with the issues at hand or the problems they attempt to address in accordance with the strategic plans on which they are based or called upon them to make them much stronger than those with conflicts or a civil war that may isolate them from their assigned role. Hence, the importance and the position of the state in societies is shaped by the pivotal role it plays, and not by resolving differences, managing conflicts and dividing roles. However, in the advancement of one society by overcoming obstacles to independent development in order to avoid hindering them by reaching out and communicating to level of maturity, tender and production. | ||
| 520 | |a الدولة مفهوم ليس كباقي المفاهيم الأخرى من حيث التركيبة والتكوين والعمل بمقتضاه كونه يخضع إلى جملة من الشروط والآليات من أجل ضبط وجوده والحرس عليه خدمة وقضية كل مجتمع تنحدر منه بغية تطويره والنهوض به إلى مراتب العلو والسؤدد. ولعل الصراع باسم السياسة ومن داخلها يقوم على أساس أن الدولة هي الوحيدة المؤهلة في إنتاجها رسمياً دون غيرها باعتبار أنها أولى المؤسسات وأكثرها حضورا مقابل المجتمع الذي تحاول بناءه عن طريق التنمية دون غيرها. ومن هنا تتفرع مهام الدولة وإشكاليتا الجوهرية في المجتمع الواحد سواء أكانت كبيرة أو صغيرة، وذلك بهدف البروز عن طريق الداخل بواسطة سياستها الداخلية أو عن طريق الخارج بواسطة سياستها الخارجية التي تقودها في المحافل الدولية من أجل خدمة المجتمع الدولي. عادة الدول تقاس بحجم السياسات التي تخوضها وفق القضايا المطروحة أو المشكلات التي تحاول معالجتها وفق خطط استراتيجية محكمة تقوم عليها أو تدعو إليها ما يجعلها أقوى بكثير من تلك التي بها صراعات أو تعرف حرب أهلية قد تعزلها عن القيام بدورها المنوط. ومن هنا تتشكل أهمية الدولة ومكانتها في المجتمعات نظرا للدور المحوري الذي تقوم به، وذلك ليس بحل الخلافات وإدارة النزاعات وتقسيم الأدوار فحسب، بل في النهوض بالمجتمع الواحد عن طريق تذليل العقبات أمام التنمية المستقلة تفاديا لما يعرقل بينهما عن طريق التوصل والتواصل إلى مستوى من النضج والعطاء والإنتاج. | ||
