| المستخلص: | Through the steady rise in the price of oil on the international market since the beginning of the new millennium, drawing lessons from previous crises and drawing inspiration from foreign experience, the Algerian authorities have decided to create the Revenue Regulation Fund, with the main goal of building savings for future generations and putting in place an instrument for economic and fiscal stabilization. Given the importance of this fund at the national and international levels, especially at the present time characterized by low oil prices, carrying out a pre-assessment concerning the movements recorded by this fund in terms of income and expenditure become imperative. It is recognized that the RRF has allowed the Government to avoid the use of external indebtedness to deal with the current crisis. However, the lack of a long-term strategy of this fund has limited its effectiveness. Grace à la hausse soutenue du prix du pétrole sur le marché international depuis le début du nouveau millénaire, en tirant leçons des années de crises et en s'inspirant des expériences étrangères, les autorités algériennes ont décidé de créer le Fonds de régulation des recettes, ayant comme principal but la construction d'une épargne pour les générations futures et la mise en place d'un instrument de stabilisation économique et budgétaire. Vu l'importance de ce Fonds au niveau national et international, notamment à l'heure actuelle caractérisée par la chute des cours des hydrocarbures, la réalisation d'un pré-bilan concernant les interventions qu'il a effectué depuis sa création tant en recettes qu'en dépenses devient impératif. Certes le FRR a permis d'éviter le recours à l'endettement extérieur pour faire face à la crise actuelle, cependant, l'absence d'une stratégie à long terme dans la gestion de ce Fonds a limité son efficacité. |
