| المستخلص: | وفقاً لذلك، فإن أهمية البحث تكمن في إيضاح مفهوم التداول السلمي ودوره في أنظمة الحكم المعاصرة، وإسهامه في استقرار المجتمعات والدول. وقد جرى تقسيم الدراسة إلى ثلاثة مباحث، تناول المبحث الأول مضمون التداول السلمي للسلطة، وعرض المبحث الثاني للمفهوم الإسلامي لتداول السلطة، وجرى في المبحث الثالث دراسة محاسبة الحكام وإمكانية عزلهم وفق المنهج الإسلامي. اعتمدت منهجية الدراسة في هذا البحث، على أسس المنهج العلمي القائم على الاستعانة ذات المصداقية العلمية، وتناول الآراء بموضوعية والوصول إلى الخلاصات والنتائج العلمية. Accordingly, the importance of the research lies in clarifying the concept of peaceful circulation and its role in contemporary systems of government, and its contribution to the stability of societies and states. The study was divided into three sections, the first topic dealt with the content of the peaceful transfer of power, and the second topic presented the Islamic concept of the transfer of power, and in the third topic was a study of the accountability of rulers and the possibility of isolating them according to the Islamic approach. The methodology of the study was based on this research, on the basis of the scientific method based on the use of scientific credibility, and addressed opinions objectively and access to abstracts and scientific results. |
