| المستخلص: | هدف البحث الحالي إلى معرفة أهمية كفايات التخطيط الاستراتيجي اللازمة للقيادات الإدارية بجامعة إب، من وجهة نظر عدد من القادة الإداريين في جامعة إب، وعدد من الأكاديميين المتخصصين في الجامعات اليمنية. وقد استخدم الباحث المنهج الوصفي المسحي تحقيقا لأهداف البحث، واتساقا مع منهج البحث وطبيعة مشكلته، فقد استخدم الباحث أسلوب "دلفي المعدل" والذي يهدف إلى اتخاذ قرار جماعي. حيث تمثل مجتمع البحث الأصلي بالخبراء الأكاديميين في الجامعات اليمنية. ولقد اختار الباحث عينة قصدية لهذا البحث من الخبراء المتخصصين الذين يمثلون مجتمع البحث الأصلي، وذلك لضمان اختيار خبراء من عدة جهات مختلفة، شملت (10) جامعات يمنية حكومية وأهلية بالإضافة إلى مجلس الاعتماد الأكاديمي، وقد بلغ عددهم (20) خبيرا.\nولغرض تحقيق أهداف البحث استخدم الباحث استبانة مغلقة، نظرا لما يقتضيه أسلوب "دلفي المعدل"، تضمنت (76) فقرة شملت ستة مجالات هي (كفايات التخطيط للتخطيط الاستراتيجي – كفايات التحليل البيئي الاستراتيجي للجامعة – كفايات صياغة التوجهات الاستراتيجية – كفايات إعداد الخطة الاستراتيجية – كفايات تنفيذ الخطة الاستراتيجية – كفايات الرقابة والتقويم للخطة الاستراتيجية). وفي ضوء أهداف البحث، استخدم الباحث برنامج الحقيبة الإحصائية (SPSS) في تحليل بيانات بحثة. وخلص البحث إلى جملة من النتائج أهمها: موافقة الخبراء المشاركين بدرجة كبيرة حول كفايات التخطيط الاستراتيجي اللازمة للقيادات الإدارية بجامعة إب، بنسبة موافقة (98.38%) لأفراد العينة (الخبراء). وقد خلص الباحث إلى جملة من التوصيات أهمها:\nرصد ميزانية كاملة للإعداد والتنفيذ والتقويم.\nمنح الصلاحيات الكاملة لفريق إعداد الخطة بما يمكنهم من تنفيذ الخطة دون معوقات.\nكما قدم الباحث مجموعة من المقترحات أهمها: إجراء دراسة علمية ميدانية تهدف إلى بناء برنامج تدريبي مقترح لتنمية كفايات التخطيط الاستراتيجي اللازمة للقيادات الإدارية بالجامعات اليمينة.\n The current research aims to learn the importance of strategic planning competencies needed for the administrative leadership of Ibb University, according to many administrative leaders at the university and academics specializing in Yemeni universities. The researcher used a descriptive approach to achieve the study objectives. This approach is consistent with the research methodology and the nature of the problem. The researcher used the “Delphi Modified” method, which aims to make a collective decision. The original study community included academic experts in Yemeni universities. The researcher selected an intentional sample including specialized experts representing the original research community to ensure the selection of experts from several different entities, including (10) Yemeni public and private universities in addition to the Academic Accreditation Council, whose total number reached (20) experts.\nThe researcher used a closed questionnaire, as required by the “modified Delphi” method. It consisted of (76) items covering six areas (planning competencies for strategic planning, competencies of strategic environmental analysis of the university, competencies of formulating strategic directions, competencies of preparing the strategic plan, competencies of implementing the strategic plan, and competencies of monitoring and evaluation of the strategic plan). \nThe researcher used the (SPSS) program to analyze the research data. The research led to a number of findings, the most important of which include: the approval of the participating experts on the strategic planning competencies necessary for the management leadership of Ibb University, with a ratio of (98.38%) of the sample respondents (experts). \nThe researcher made a number of recommendations, the most important of which are: Monitoring a full budget for preparation, implementation, and evaluation and giving full powers to the plan preparing team so that they can implement the plan without any hindrance.\nThe researcher also presented a number of proposals, which include: conducting a scientific field study aimed at building a proposed training program to develop the skills of strategic planning necessary for administrative leadership in Yemeni universities.\nThis abstract translated by Dar AlMandumah Inc. 2018 |
