| المستخلص: | إن الميدان الأساسي للدراسة الحالية هو التعرف على واقع القيم الاجتماعية والإدارية في تقليل فرص الفساد الإداري في الأندية الرياضية ومحاولة تقديمها أو وضعها كتجربة حية أمام أصحاب القرار. ويؤمن البحث الحالي إلى ان التعرف على هذه المواضيع من شانه إنارة الطريق أمام القيادات الرياضية المسؤولة لتشخيص ومتابعة ومن ثم معالجة ظواهر الفساد المختلفة وأهمها الفساد الإداري الذي يتبعه الفساد المالي حتماً واعتمدت الدراسة الحالية بطرح المحاور التالية: المحور الأول: ما هي القيم الاجتماعية والإدارية؟ المحور الثاني: ما هو مستوى وحجم الفساد الإداري والمالي في الأندية الرياضية؟ المحور الثالث: ما هي أسباب الفساد الإداري والمالي في الأندية الرياضية؟ المحور الرابع: هل يمكن وضع الحلول الناجعة لمعالجته والقضاء على مظاهره؟ ومن خلال ما تم طرحه من محاور استنتجت الباحثة ما يلي: - • افتقار المراقبة والمسائلة من قبل الحكومة للمسببين ابتدأ من الإدارات العليا حي أصبح العراق ثالث دولة في العالم من ناحية تفشي الفساد. • زعزعة القيم الأخلاقية القائمة على الصدق والأمانة والعدل والمساواة وتكافؤ الفرص وتحول هذه القيم الأخلاقية إلى السلبية وعدم المسؤولية وانتشار الجرائم بسبب غياب القيم. أما أهم التوصيات فكانت: • إعطاء الدور الريادي لوزارات الشباب لوضع منهج مدروس لتلبية ثقافة الحرص على المال العام والنزاهة في التعامل وتقليص روح الأنانية الفردية والسمو بالروح الجماعية. • تفعيل دوائر المفتشين العامين واللجان الفرعية للمراقبة والنزاهة حسب الاختصاصات ضمن الوزارات المعنية. • إصدار قوانين صارمة لمنع هدم الأموال العامة والفساد الإداري والمسائلة الجدية لهم. • الاختيار الصحيح للأشخاص النزيهين من هيئات الرقابة والمفتشين والنزاهة. • خلق رأي عام يرفض الفساد دينياً وأخلاقياً لأثاره السلبية في التنمية الاقتصادية الشاملة أي تثقيف المجتمع. • ترسيخ الديمقراطية التي إذا أنضجت ستلغي المركزية او الفساد الناتج عنها. • تحويل الأندية إلى إدارة القطاع الخاص عبر نظام الخصخصة وهو الحل الأمثل للقضاء على الفساد الرياضي فالخصخصة ترفع من مستوى الأندية وتحسن من أوضاعها المالية وتقضي على الشللية وتجلب الكفاءات الإدارية والفنية وتوجد المنشآت المتكاملة والبدء في تطبيق نظام الاحتراف الكلي الذي يرفع من أداء اللاعبين ويجعلهم يعيشون في جو صحي واستقرار نفسي بدلاً من حال التشتت الذهني التي يعيشونها في ظل النظام الحالي للرياضة العراقية. • الرقابة المالية في الأندية من المتطلبات الرئيسية للحفاظ على حسابات الأندية من العمل العشوائي والاجتهادات في ظل المراجعة المالية والإدارية للأندية التي تخضع لهيئة الرقابة والتحقيق فيعمل الأندية. • ضرورة تفعيل الآليات الكفيلة بتقنين الهدر المالي والتجاوزات المالية والإدارية التي جاءت بسبب غياب التنظيم الهيكلي الإداري وغياب الجهاز الرقابي المنظم وهي المؤسسة الرياضية. وكذا مؤسسات المجتمع المدني المتخصصة في الشأن الرقابي والضبطي والقانوني. أما أهم التوصيات التي خرجت بها الباحثة فكانت: - تفعيل وظيفة التخطيط في الرئاسة العامة لرعاية الشباب والأندية. - الاستفادة من تجارب الدول المحيطة المتطورة في النشاطات العامة. - التحول داخل الأندية إلى العمل المؤسساتي وفق منهجية عمل واضحة بدلاً من العمل العشوائي. - التحول داخل الرئاسة وإدارات الأندية إلى مفهوم القيادة منهجاً وممارسة. - قيام وزارة المالية بدعم ميزانية الرئاسة العامة لرعاية الشباب للقيام بنشاطاتها المتعددة وإعطاء مخصصات مالية أكبر للأندية بطريقة متقنة ومنضبطة بآليات رقابية ولوائح واضحة وذلك للخروج من دائرة حاجة الأندية مالياً لأعضاء الشرف والنهوض بمستواها تبعاً لذلك. - صرف مستحقات الأندية من قبل الرئاسة في حينها. - تفعيل المراقبين الماليين في الأندية والوكالة للشؤون المالية. - تفعيل الرقابة المالية المستندية بنوعيها التي تستهدف الإجراءات والأخر التي تستهدف نتائج العمل. - من قرارات التكليف برئاسة الأندية إلى اختيار الرؤساء عن طريق الترشيح والانتخاب وفق مبدأ الكفاءة والجدار لأن ذلك سيتيح للناخبين من أعضاء الشرف والجماهير بمحاسبة رؤساء الأندية في حال إخفاقهم أو قيامهم بعمليات غير نظامية. - الإسراع في تحويل الأندية إلى كيانات تجارية استثمارية وتتصف باستقلالها عن الرئاسة مالية وتستطيع التعامل استثمارياً وفق هذه الهوية مع شركات ذات علاقة. - قيام هيئة دوري المحترفين بزيادة الجهد المبذول في حث مؤسسات القطاع الخاص بالقيام بواجبها من منطلق المسؤولية الاجتماعية وتفعيل دورها الاستثماري التنموي تجاه الأندية والشباب. - إنشاء هيئة قضائية رياضية مستقلة عن الرئاسة وعن الاتحادات تختص بالفصل في المخالفات الرياضية داخل الأندية والعاملين فيها. Through what has been put forward by axes of the researcher concluded the following- : .•Lack of oversight and accountability by the government for causing starting from the top management, where Iraq has become the third country in the world in terms of corruption •destabilization of moral values based on honesty, truthfulness, justice, equality and equal opportunities and turning these moral values to negative and non-liability and the spread of crime because of the absence of values. The most important recommendations were:- • give the leading role of the ministries of young people to develop a thoughtful approach to meet the culture of concern for public money and integrity in handling and reducing the individual spirit of selfishness and Highness collective spirit. • Activating the inspectors general and sub-committees of the departments control and integrity within the terms of reference by the ministries concerned • issuing strict laws to prevent the waste of public funds, corruption and administrative accountability them seriously. • the right choice for people of honest oversight and inspectors and integrity bodies. • Creating public opinion rejects the religious and moral corruption of its negative effects on the overall economic development of any community education If the consolidation of democracy, which would abolish the central Ondjt or the resulting corruption. • Convert clubs to the private sector management through the privatization scheme, which is the best solution to eliminate corruption Sports Privatization raises the level of the clubs and the improvement of their financial positions and eliminate the cronyism and bring administrative and technical competencies and there are integrated installations and to start implementing the overall professionalism system that raises the performance of the players and make them live in healthy atmosphere and the stability of myself instead of mental distractions if they live under the current system Iraqi sport - Financial Supervision in the clubs of the main requirements to keep the clubs accounts of random work and interpretations in light of the financial and management audit of the clubs that are subject to oversight and investigation body thereby acting clubs. - The necessity of activating the mechanisms to Ptguenian financial waste, financial and administrative irregularities that came because of the absence of structural organization and the absence of administrative SAI organized a Riadih.. okma institution specialized in regulatory affairs and Alillti and legal institutions of civil society. Recommendations: - Activating the planning function in the General Presidency for Youth Welfare and clubs. -Benefit from the experiences of developed countries in the surrounding public activities. - Transformation within the clubs to act in accordance with the institutional work methodology and clear instead of random work. - Shift in presidential administrations and the clubs to approach the concept of leadership and practice. - Agency support for financial affairs in the presidential human talent in the financial affairs capable of performing supervisory roles efficiently and effectively. - The Ministry of Finance with the support of the General Presidency for Youth Welfare budget to do multi their activities and give financial allocations biggest clubs neat and disciplined manner mechanisms of control and regulations are clear and that out of the circle need clubs financially to the members of the honor and the advancement of their standard accordingly. - Entitlements clubs exchange by the presidency at the time. - Activating the financial controllers in clubs and Agency for Financial Affairs. -Activating the documentary financial control both types of targeting procedures and the other aimed at working results. - Transformation of commissioning decisions under the chairmanship of clubs to choose presidents through nomination and election in accordance with the principle of efficiency and merit because it would allow the voters of honorary members and the public accountability of the heads of the clubs in the event of failure or to have engaged in irregular. - To speed up the conversion of investment clubs to commercial entities and characterized by independence from the presidency and financially able to handle investment according to this identity with related companies.
