| المستخلص: | إن تحقيق المديريات الولائية للشباب والرياضة لأهدافها المسطرة في السياسة العامة للدولة الجزائرية، وكذا اختصاصاتها المنصوص عليها في القوانين واللوائح السارية المفعول في هذا الصدد، لا سيما القانون 10.04 المؤرخ في 14 أوت 2004 المتعلق بالتربية البدنية والرياضة، والمرسوم التنفيذي 345.06 المؤرخ في 28 سبتمبر 2006 المحدد لقواعد تنظيم مديريات الشباب والرياضة للولاية وسيرها، من شأنه أن يساهم في أمور متعددة تتعلق بالصحة العمومية والتربية البدنية، وكذا في الجانب الاجتماعي، فهذه الإدارة العمومية وكغيرها من الإدارات، تساهم بما يخصها في تطبيق وتحقيق السياسة العامة للدولة، التي تهدف إلى تحقيق المنفعة العمومية والاستقرار الاجتماعي وإثبات الوجود في المنافسات الرياضية الدولية و ممكن أن تصل إلى تحقيق الأرباح المادية. ولقد سخرت الدولة لهذه الإدارات التي تعمل تحت وصاية وزارة الشباب والرياضة ميزانيات معتبرة ووسائل مادية وبشرية وهياكل وبرامج من أجل تحقيق الأهداف المنوطة بها. ويرتبط تحقيق الأهداف بأداء العاملين في هذه الإدارات، والذي بدوره يتأثر ويرتبط بمجموعة من المتغيرات المتفاوتة الأهمية، فالأداء الوظيفي يرتبط بعدة متغيرات يمكن قياسه بها أو من خلالها، كما يتأثر بعدد من العلاقات الاجتماعية -النفسية والوظيفية بين الأفراد، فتعتمد إنتاجية الفرد ونوعيته وكميته ومواعيده على مستوى أدائه، لذا فإن كل ما يؤثر على الأداء سواء سلبا أو إيجابا يؤثر بالتالي على إنتاجية الفرد. And the state has harnessed these departments working under the tutelage of the Ministry of Youth and Sports budgets and considerable material and human means and structures and programs in order to achieve its mandated objectives. The achievement of the objectives is related to the performance of the employees in these departments, which in turn is influenced by and related to a range of variables of varying importance. Job performance is linked to several variables that can be measured or through it. It is also affected by a number of socio-psychological and functional relationships between individuals, quality and quantity, and his appointments at the level of performance, so everything that affects performance, whether positively or negatively thus affects the productivity of the individual. |
