| المستخلص: | إن القصور في تنفيذ وتطبيق الاتفاقيات والمعاهدات الدولية بخصوص تبسيط الإجراءات الإدارية والفنية بالمنافذ الجمركية أدى إلى عدم رضى العاملين والمستفيدين من مستوى أداء الخدمات وفعاليتها في دعم وتسهيل التجارة الدولية. ويرجع السبب في اختياري لموضوع الدراسة إلى الشعور بأهميته وتنعكس آثاره على فئة كبيرة من المجتمع، حيث يعتبر تعقيد الإجراءات الإدارية والفنية من الأسباب الرئيسة في تحميل المواطن كثيراً من الجهد ويكون سبباً لفقد كثير من الوقت، كما يسهم في زيادة التكلفة نتيجة لكثرة المراجعة والتردد للحصول على الخدمة. وتنبثق أهمية الدراسة لدعم القرار الإداري وتقليل التكاليف والجهود وتوجيه الإنفاق لتحقيق عائد أعلى وزيادة القيمة المضافة من خلال زيادة العائد وتقليل التكاليف على اعتبار الوقت كلفة وتبسيط الإجراءات وتقليل من الوقت والحركة. وهدفت هذه الدراسة إلى تحليل الأسباب التي تسهم في انخفاض أداء الخدمات ومحاولة اقتراح الحلول المناسبة لها والإحاطة بواقع الإجراءات المتبعة في المصلحة ومدى تأثير تلك الإجراءات على مستوى تقديم الخدمات. واعتمدت الدراسة على المنهج الوصفي التحليلي في دراسة المتغيرات وباتباع أسلوب البحث المكتبي تم اتباع البحث الميداني في جمع البيانات من خلال المقابلات والملاحظة وتصميم صحيفة الاستبيان وتوزيعها على عينة عشوائية بنسبة 52% من مجتمع الدراسة الذي يتكون من مدراء الإدارات والمكاتب، ورؤساء الأقسام والمستفيدين، وبعد عرض البيانات عملياً ووضع خريطة سير الإجراءات الحالية تبين أن هناك اختناقات وتعقيداً وبطئا في إجراءات التخليص الجمركي والإفراج النهائي عن البضائع، توصلت الدراسة إلى بعض النتائج من أهمها: 1. وجود علاقة ذات دلالة إحصائية بين كل من تبسيط الإجراءات وتحسين أداء الخدمات الإدارية والفنية. 2. وجود علاقة ذات دلالة إحصائية بين تحسين آداء الخدمات بالمصلحة وبين مدى الاستفادة من التقدم التقني في تطوير الخدمات الإدارية والفنية. 3. إهمال اتباع الأدوات العلمية في مجال تطوير عمليات الجمارك بشأن تبسيط الإجراءات الجمركية بتطبيق الاتفاقيات والمعاهدات الدولية. 4. تدني مستوى تطبيقات تكنولوجيا المعلومات والاتصالات داخل المصلحة. من أهم توصيات الدراسة: 1. تطبيق الاتفاقيات والمعاهدات الدولية بما يخدم تبسيط الإجراءات وتحسين أداء الخدمات الإدارية والفنية. 2. الاستعانة بذوي الخبرة في المجال الإداري والفني لتبسيط الإجراءات والاستغناء عن الخطوات غير ضرورية أو بدمج بعض الخطوات ببعضها وإعادة ترتيب المكاتب للوصول إلى أفضل مستويات الأداء. Failure to implementing and enforcing the international agreements and treaties related to simplifying the administrative and technical procedures in customs points have led to the unsatisfactory feeling of employees and beneficiaries on the level of service performance and the effectiveness in supporting and simplifying the international trade the reason of my selection to the study subject is because of the feeling of its importance and its impacts reflection on a large group of the society, and because of the complication of administrative and technical procedures which is considered as the main reason in burdening the civilian great deal of efforts and becoming the reason of losing plenty of time. it also cause the increasing of costs as a result of the auditing frequency and the constant returning to obtaining the service. The importance of the study rises from the administrative decision supporting and the reduction of costs and efforts as well as managing the spending towards achieving higher revenue and increasing the added value by stepping up the procedures and decreasing the costs considering that time is a cost and also easing the procedures and decreasing time and movement. The study aimed to analyzing the reasons contributing in the reduction of service performance and the attempt to proposing appropriate solutions and the containing of the procedures followed at the department and the extent of the impact of such procedures on the level of service provision. The study has relied on the descriptive analytic approach at studying the variables and pursuing the office research method and then following the field research in gathering date by interviews, observation .and designing questionnaires and distributing them on a random selection averaging 52% of the study community consisting of departments and offices managers, directors, of divisions, and beneficiaries, and after practically viewing the data and placing the map of current procedures progress, it was revealed that there are barriers. complication, and slow ness in the customs payment procedures and the final releasing of goods. the study has concluded some results more important of which are. 1- Existence of a relationship with statistic sign between simplifying the procedures and improving the performance of administrative and technical service 2- Existence of a relationship with statistic sign between improving the service performance at the department and the level of benefiting from the technological advancement in developing the administrative and technical service. 3- Negligence in follow the pratical rules in the field of developing the customs operations connected with simplifying customs procedures by implemention of the international agreements and treaties. 4- Dropping down of information and communication technology within the department. |
