| 520 | |a تتناول الورقة البحثية استخدام الأرض الحضري بمدينة أولاد صقر. من منطلق أن هذا التقييم يعد أحد أهداف تحقيق التنمية المستدامة بالمناطق الحضرية، والتي تسعى دائما التوظيف الأمثل للاستخدامات داخل المدينة، حيث أن اتجاه السكان بصورة عامة يتجه إلى التحضر. الذي يجب ملاحقته بتلبية احتياجات السكان من الخدمات الأساسية وفي مقدمتها البنية الأساسية (طرق-مياه-صرف صحي). بهدف تقليل التكلفة واشباع الاحتياجات. ويعرف الاستغلال الأمثل للأرض بأنه: استغلال الأرض عن طريق تقييمها بشكل عملي وعلمي. يتسم بالإتزان بين الاستخدامات المتنافسة. بحيث تحقق التنمية المستدامة، التي تزيد من الإنتاج. وتحقق احتياجات السكان. مع مراعاة البعد البيئي. ويعد التقييم مرحلة أولى للتقدير، فمصطلح التقييم لم يكن بجديد ولكن تم اتباعه منذ فترة بعيدة تعود إلى عهد محمد علي باشا، عندما أمر بتقسيم الأراضي الزراعية إلى أحواض زراعية بناء على خصوبة التربة وانتاجية الفدان في المقام الأول، وذلك بهدف تقدير وربط الضريبة على الأراضي الزراعية، وما زال ذلك متبعا حتى الآن ومن تكليف الضرائب العقارية. ولكن في وقتنا الحالي تعد هذه المعايير محدودة، نظراً لظهور العديد من المتغيرات، علاوة على تقدم وتطور التقنيات الحديثة وفي مقدمتها نظم المعلومات الجغرافية والاستشعار عن بعد (G.I.S & R.S)، وحاليا لم يكن التقييم قاصرا على الأراضي الزراعية. ولكن امتد إلى استخدامات الأرض الأخرى (سكني-صناعي-تجاري...) في الريف والحضر. لقد جاءت فكرة هذه الورقة البحثية من منطلق أن الجغرافي من أقدر المتخصصين للقيام بعملية التقييم. بسبب رؤيته الشاملة الواعية لمعظم المتغيرات التي تؤثر وتتأثر بالمكان في ضوء دراسته للعلاقات المكانية، وكذلك لما لديه من مناهج وأساليب عملية وتقنيات حديثة تساعده على القيام بهذا العمل. وفي مقدمتها نظم المعلومات الجغرافية والاستشعار عن بعد. | ||

And knows the optimal exploitation of the land as: land use by assessed practical and scientific .. characterized by balance between competing uses .. so as to achieve sustainable development; that increase production and check .. .. needs of the population, taking into account the environmental dimension. Evaluation is the first assessment phase, the term evaluation is not new, but has been followed since a long time back to the era of Muhammad Ali Pasha, when he ordered the division of agricultural land into agricultural basins based on soil fertility and productivity per acre in the first place, the aim of the assessment and the tax on agricultural land and still it followed so far and assigning property taxes. But in our times longer these criteria are limited, due to the emergence of many variables, as well as progress and development of new technologies and in the forefront of GIS and Remote Sensing (GIS & R.S), and currently the evaluation was not limited to the agricultural land .. but spread to the uses other land (residential - industrial - commercial ....) in rural and urban areas. The idea of this paper came from the premise that the geographical of appreciate specialists to carry out the evaluation.. because of his vision conscious for most of the variables that affect and are affected by the place in light of the study of spatial relationships, as well as what he has from the approaches and methods of scientific and modern techniques to help him do the work .. At the forefront of GIS and remote sensing. | ||
