| المستخلص: | استهدف البحث تسليط الضوء على مقاربة لفهم جدلية التعاون والتهاون بين بلدان مجلس التعاون الخليجي. وتناول البحث التشكّل والإشكالية في التكوين السياسي الأمني. وناقش البحث العديد من التساؤلات منها لمن الأولوية من خلال الإنسان أم الوحدة وهل الحرية أمرٌ يمكن تأجيله، وكذلك هل الثروة تكفي عن العدالة وهل المساواة أمرٌ يمكن إخفاؤه. وخلص البحث إلى أن قضية الإنسان في بلدان مجلس التعاون تتعدى التشخيص والتحديد والتوثيق والإشارة، إذ لا تعوز المجتمع ولا الدولة ولا الأفراد، واليوم والأفكار والأبحاث والدراسات والأدبيات التي تضع الإصبع على أسباب الخلل وتتتبّع عثرات بلوغ مرحلة راسخة من التعاون والتكامل، كما لا تعوزهم الإمكانيات المالية ولا الثروات الطبيعية ولا القدرات البشرية. كما أكدت النتائج على أن الإشكالية ليست في وجود الحل ولا في وضوح المخرج، بقدر ما هي في إرادة الفعل وإدارة الموارد البشرية والطبيعية والعمل، وأنه بقدر الإيمان العميق من جانب الحكّام والمحكومين، على حد سواء بأن المكوِّن الأساسي لنجاح المجتمع والدولة وبقية التنظيمات يتمثل بنجاح الإنسان؛ إحساسه بكيانه وقيمته وجدواه ضمان كرامة متساوية له في الحقوق والواجبات، احترام حريته الخاصة وتقدير حرياته العامة، تقليص الفوارق الاجتماعية التي تتحدى استقراره في مجتمع عادل، وبمقدار هذا الإيمان ستكون النتيجة الإنسان الآمن على حرياته، المستقر في مجتمع عادل، هو من سيتكفل بتنمية بلاده وإدارة تعاونها وتكاملها مع من يؤمن ويستحق الشراكة ووحدة المصير. كُتب هذا المستخلص من قِبل دار المنظومة 2018 The research aimed to highlight an approach to understanding the dialectic of cooperation and complacency between the GCC countries. In addition , the research dealt with the formation and the problematic in the political security formation, it discussed many questions, including priority through human or unity and whether the equality as an issue can be delayed. The research concluded that the human issue in the GCC countries goes beyond diagnosis, identification, documentation, and reference, as they are saved in the society, state and individuals. Today, ideas, research, studies and literature helps to know the causes of fuddle and facing the obstacles of achieving a solid stage of cooperation and integration, as they do not lack the financial resources, natural resources or human capabilities. The results also stressed that the solving of the problem is not in the existence of the solution nor in the clarity of the director, as much as in the will of the act and the management of human and natural resources and work, and that as far as the deep faith of the rulers and the governed, alike the basic component of the success of the society, the State and the rest of the organizations are represented by human success; his sense of worth, his dignity and his importance to ensure equal dignity for him in the rights and duties, respect for his own freedom and appreciation of his public freedoms, to reduce social inequalities that challenge his stability in a fair society, In this faith, the result will be the human being who is safe for his freedoms, stable in a fair society, who will ensure the development of his country and manage its cooperation and integration with those who believe and deserve partnership and unity of destiny.This abstract translated by Dar AlMandumah Inc. 2018 |
