| المستخلص: | This article is an attempt to identify formal organizational values into effect in the body of civil protection. We visited the main unit of civil protection of the wilaya of Annaba which has provided us with official documents which content was thoroughly analyzed. These documents are: Rules of procedure, anthem of civil protection, performance assessment models, disciplinary texts, instructions, daily work documents, daily newspapers. The study results attest to the existence of strict organizational values aligned to the quasi-military regime governing civil protection and human values in accordance with the nature of civil defense tasks. A travers cet article, nous essayons d’identifier les valeurs organisationnelles formelles en vigueur dans le corps de la protection civile. Pour les besoins de cette étude, nous nous sommes rapproché de l’unité principale de la protection civile de la wilaya de Annaba qui nous a fourni des documents officiels qui ont fait l’objet d’une analyse de contenu. Ces documents sont: règlement intérieur, hymne de protection civil, modèle d’évaluations de la performance, textes disciplinaires, les instructions, document du travail quotidien, document d’information quotidien. Les résultats de l’étude attestent de l’existence de valeurs organisationnelles strictes en adéquation avec le régime quasi-militaire qui régit la protection civile et les valeurs humaines en conformité avec la nature des tâches de protection civile. نحاول في هذا المقال التعرف على القيم التنظيمية الرسمية السائدة في مؤسسة الحماية المدنية كما تحددها الوثائق الرسمية للمؤسسة، من خلال دراسة ميدانية بالوحدة الرئيسية -لولاية عنابة— وباعتماد تقنية تحليل محتوى ما توفر لنا من وثائق رسمية لمؤسسة البحث المتمثلة في: النظام الداخلي، مذكرات العمل، نشيد الحماية المدنية، نموذج تقييم الأداء، النصوص التأديبية، التعليمات، وثيقة العمل والإعلام اليوميين. وقد أسفرت النتائج عن وجود قيم تنظيمية صارمة تتماشى مع طبيعة النظام شبه العسكري الذي يحكم جهاز الحماية المدنية، وقيم إنسانية تتوافق مع طبيعة مهام الحماية المدنية. |
