| المستخلص: | هدف المقال الي القاء الضوء على القراءة التركيبية لكتاب توطين السياسات العامة. وأهمية السياسات العامة الترابية. وتناول المقال السياسة العامة بين تأصل المركزية وضعف بنية اللامركزية. والعلاقة بين المخزن والمجالات الترابية، وأهم ركائز هذه العلاقة وهي التنظيم الذاتي للقبائل، الأعراف والروابط الدموية، ومنطق القوة العسكرية. وأوضح المقال مدى ضعف البنية اللامركزية، والسياسات العامة وتفعيل آليات التحقيق عن طريق إعادة النظر في دور الدولة، وتبني مجموعة من المقاربات التدبيرية. وأشار المقال الي كيفية قيام الجماعات المحلية بدور تنموي في إطار رؤية شمولية ووطنية ويتم ذلك من خلال إعادة النظر في أسس ومنطق ومقاصد النظام الإداري، ومنح الإدارة المركزية سلطات واسعة وصلاحيات مختلفة. وتوصل المقال الى أن التسويق الترابي أصبح دعامة من دعامات التنمية المحلية، ووسيلة للاندماج في المجال الوطني، وجلب الاستثمارات، وتقوية البنية التحتية، وسهولة تداول المعلومات والولوج لمختلف القطاعات.\nكُتب هذا المستخلص من قِبل دار المنظومة 2018 The aim of the article is to shed light on the synthetic reading of the Book of the Localization of the Public Policies and the importance of land policies. The article tackled the public policy between the centralization and weak structure of the decentralization and the relationship between the store and the terrestrial field, and the most important pillars of this relationship is the self-organization of tribes, customs and the blood ties, and the logic of the military power. The article explained the weakness of the decentralized structure, the public policies and the activation of the investigative mechanisms by reviewing the role of the state, and adopting a set of the management approaches. The article pointed to how the local communities play a developmental role within the framework of a comprehensive and national vision. This is done through reconsidering the bases, logic and purposes of the administrative system, and granting the central administration wide powers and different authorities. The article concluded that the land marketing has become a pillar of the local development, a means of the integration in the national field, attracting the investment, strengthening the infrastructure, and facilitating the circulation of the information and access to the various sectors.\nThis abstract translated by Dar AlMandumah Inc. 2018 |
