| المستخلص: | شهد القرنان الماضيان من الألفية المنصرمة تطورات هائلة قامت بتغيير العالم على نحو شديد التسارع، خصوصاً في العقود الثلاثة الأخيرة، وذلك بعد دخول كل من الرأسمالية التاريخية، والاشتراكية، في بداية السبعينات، في أزمة طاحنة، وظهور ما يسمى بسياسات العولمة، التي أضحى لها أثر بالغ في تشكيل الوعي الإنساني المعاصر بمفهومي الزمن والمكان، وبطرائق تنظيمهما، وبمحمولاتهما الرمزية ذات التأثير في البيئات الثقافية. وتكمن المشكلة الملحة التي تطرحها سياسات العولمة على كثير من شعوب العالم في أن المركز يقدم ثقافته بوصفها حضارة. تنتمي هذه الدراسة إلى حقل "الدراسات الثقافية"، وتعالج مفهوم الثقافة في بيئتنا المعرفية المعاصرة، بوصفه مفهوماً متغيراً، لا يعرف الثبات، وذلك من خلال اشتباكه مع مفهوم آخر هو مفهوم الحضارة. "وبما أن الدراسات الثقافية تعد في الأساس ذات توجه نظري، فتأخذ من الخطابات الماركسية، والسيميائية، والنسوية، وغيرها، فإنه لا ينظر إليها بوصفها مجالاً معرفيا مستقلا بذاته، ولكن ينظر إليها بوصفها مجالاً متسعاً تتداخل فيه الاختصاصات، وتهتم بدراسة أوجه المجتمع الثقافية المختلفة. وتعد القيم الثقافية مهمة بخاصة لأنها تشكل المبادئ الأساسية التي ينتظم حولها النشاط الاقتصادي، ودون نشاط اقتصادي يغدو التقدم محالاً. كما تتناول هذه الورقة في مجموعة من المحاور، أبرز استراتيجيات العولمة، وأبعادها التي أثرت في الواقع الدولي المعيش، وذلك من خلال الآتي؛ 1- الإنسان، وتهديد فضائه الفيزيائي. 2- هيمنة أنماط الإنتاج الرأسمالي. ٣- الصورة واللغة. 4- التدفق الثقافي. 5- الثورة المعلوماتية، والنموذج الثقافي الأميركي. 6- الهويات الفردية، والهوية الكلية. 7- سيادة الدولة القومية، وتحولات القانون الدولي. وهي سبعة محاور أثبت تناولها زيادة اتساع الهوة بين الدول المتقدمة، والدول المتخلفة. The world has witnessed tremendous changes over the last two centuries. Such changes have manifested themselves particularly in the last decades of the previous millennium in what came to be known as the crisis of capitalism and socialism. The emergence and development of Globalization can be thus considered a response to such a crisis. The impact of Globalization can be felt on many levels. First, it has had a tremendous influence on human consciousness and the ensuing reformulation of the concepts and principles organizing time and space. Second, it has resulted in a revision of the symbolic systems that determine cultural formations. However, one of the problematic issues related to the practice of globalization worldwide is that it tends to present its culture as the central civilization of our modem times. Thus, this paper which belongs to the general discipline of “cultural studies”, attempts to study the concept of “culture” today. It approaches it from within a perspective that views culture as a non-fixed and changeable concept. The paper seeks to present the multi-faceted aspects of the process of globalization as a cultural phenomenon, highlighting its strategies and impacts on people’s lives. These aspects include: 1- the threat to man’s physical and ecological space. 2-the predominance of the Capitalist mode of production 3-the role and impact of the image and language 4-the great advances made in information and technology 5-the domination of American culture 6-individual versus group identities 7-the domination of nation-states and the changes in International law. These aspects have recently marked some of the main strategies and practices used by Globalization; however, they can offer and explanation of the great gap we witness today between the developed north and the developing south of our globe. |
