| 520 | |a تناولت الدراسة دور حوكمة السياسة المالية ومدى مساهمتها في تحقيق أهداف التنمية المستدامة في السودان، من خلال الاعتماد على مقاربة الحوكمة في عملية رسم السياسة المالية، لدورها الهام في معالجة اختلالات السياسة المالية والاقتصادية، بناء على تحقيق التوافق داخل المجتمع. فالاعتماد على آليات الحوكمة في السياسة المالية يضفي عليها الشرعية والفعالية كما يساهم في القضاء على الفساد، ونشر قيم المواطنة والثقافة البيئية والتنموية بهدف تحقيق التنمية المستدامة. أيضا اعتمدت الدراسة على المنهج الوصفي التحليلي لمقاربة الحوكمة بالسياسة المالية وعلاقاتها بالتنمية المستدامة. توصلت الدراسة إلى عدة نتائج منها: أن للسياسة المالية لها دور إيجابي في تحقيق أهداف التنمية المستدامة في السودان. وجود ضعف وقصور في السياسة المالية وخصوصا السياسة الضريبية مما يؤثر سلبا في تحقيق التنمية. للسياسة المالية دور كبير وبارز في تحقيق التنمية المستدامة من خلال زيادة الاستثمار في رأس المال البشري عبر الاهتمام بالتعليم والصحة والإسكان وغيرها من الخدمات الاجتماعية الأخرى. من خلال الدراسة والتحليل أوصت الدراسة ضرورة العمل على دراسة ومعالجة نقاط الضعف والقصور في السياسة المالية وخصوصا السياسة الضريبية، والمحافظة على حوكمة السياسة المالية وتطويرها لما لها من دور إيجابي في تحقيق التنمية الاجتماعية وضرورة تنظيم العلاقة القائمة بين إدارة الشركة التنفيذية وغير التنفيذية والأجهزة الرقابية الأخرى وذلك لتخفيض مخاطر السياسة المالية. |b The study examined the role of financial policy governance and its contribution to achieving sustainable development goals in Sudan, by relying on the governance approach in the process of drawing financial policy, for its important role in addressing the imbalances of financial and economic policy, and this is what contributes to achieving legitimacy and consensus within society. Relying on governance mechanisms in fiscal policy gives it legitimacy and effectiveness, contributes to eliminating corruption, and spreading the values of citizenship and environmental and developmental culture with the aim of achieving sustainable development in Sudan. The study relied on the historical approach and the analytical descriptive approach to approach governance with financial policy and its relations to sustainable development. The study reached several results, including: The financial policy has a positive role in achieving the goals of sustainable development in Sudan. The existence of weakness and shortcomings in the fiscal policy, especially the tax policy, which negatively affects the achievement of development goals. Fiscal policy has a significant and prominent role in achieving sustainable development by increasing investment in human capital by paying attention to education, health, housing and other social services. Through the study and analysis, the study recommended the need to work on studying and addressing the weaknesses and shortcomings in the financial policy, especially the tax policy, and to maintain the governance of the financial policy and develop it because of its positive role in achieving social development, and the need to regulate the existing relationship between the company’s executive and nonexecutive management and other oversight bodies. in order to reduce fiscal policy risks. | ||
