| المستخلص: | إن فكرة اللامركزية ليست وليدة اليوم، بل تعود جذور نشأتها إلى بدايات الإنسانية الأولى التي كانت تجمعها وحدة المصالح ووحدة الهدف ووحدة المصير، حيث ولدت في أصلها مسايرة للتطور المدني منذ شعور الإنسان بالحاجة إلى التضامن مع غيره من سكان القرى والمدن للوفاء بالحاجيات والمتطلبات المشتركة فيما بينهم في إطار ما يعرف بالدولة الحديثة ونحت مجموعة من المفاهيم المرتبطة بدولة الحق والقانون والتي تسود فيها القوانين داخل أجهزتها وتوزيع اختصاصاتها وسائر مظاهر أنشطة الدولة، باعتبارها كوجه من أوجه تنظيم المجال الترابي عموما وداخل المجال المغربي خصوصا. لقد عرفت التجربة التاريخية المرتبطة باللامركزية داخل السياق المغربي العديد من التحولات والمتعلقة أساسا بالحاجة إلى تعميق الديمقراطية والتقدم في مجال التنمية، والإشراف الفعلي للساكنة المحلية في تدبير شؤونها، كان من الضروري التفكير في خلق رؤية مغايرة ومتطورة تجعل من الجهة والجهوية وسيلة لمعالجة اختلالات المركزية الإدارية وتجاوز تلك الاختزالية والمركزية في التعاطي مع الشأن المحلي للمواطنين، وذلك من خلال إعطاء دفعة تنظيمية ومؤسساتية وعملية لمسار اللامركزية بالمغرب. لقد غدت اللامركزية في عالم اليوم ذلك الأسلوب الذي أصبح يدار به الشأن المحلي عبر وحدات ترابية تتمتع بالاستقلال المالي والإداري، من خلال جهاز منتخب من طرف السكان المتجسد في المجلس الجماعي، إلا أنه يبقى خاضعا لسلطة الوصاية، إلا أن تنزيل مسار اللامركزية بالمغرب من خلال نموذج الجهوية المتقدمة الذي تم تكريسه قانونيا من خلال دستور 2011 سيعمل على تجاوز عدد من مخلفات التجارب السابقة للجهوية تتأس على قيم الديمقراطية المحلية وعلى إعمال مبادئ التدبير الحر والتفريع الحكامة المحلية كمدخل لتجويد تنزيل هذا الورش الذي يخوضه المغرب كاستحقاق استراتيجي وسياسي لتجاوز معضلات السياسة الجهوية بالمغرب لعقود خلت The idea of decentralization is not born today. The historical experience related to decentralization within the Moroccan context has known many transformations, mainly related to the need to deepen democracy and progress in the field of development, and to actually supervise the local population in managing its affairs. It was necessary to think about creating a different and advanced vision that makes the region and the region a means to address administrative central imbalances and bypass Those reductionist and centralization in dealing with the local affairs of citizens, by giving an organizational, institutional and practical impetus to the process of decentralization in Morocco. Decentralization has become in today's world that method in which local affairs are managed through territorial units that enjoy financial and administrative independence, through a body elected by the population embodied in the collective council, but it remains subject to the guardianship authority.
