| المستخلص: | مع تطور التكنولوجيا وانتشار وتعدد وسائل التواصل الاجتماعي أصبح من الضروري أن تقوم المؤسسات الحكومية باستخدام هذه القنوات للتواصل مع أفراد المجتمع والتحول الرقمي لجميع الخدمات سواء في تقديم المعلومات، الحصول عليها أو التعامل معها أو كوسيلة اتصالية مهمة أصبح من الضروري لكل مؤسسة حكومية إنشاء موقع إلكتروني خاص بها ليس فقط للتعريف بها وبخدماتها وإنما أيضا لتقديم بعض من هذه الخدمات إلكترونيا تلبية وتماشيا مع احتياجات العصر وتطوره ومن ثم نشط مجال تصميم المواقع الإلكترونية وأصبح بداخل كل مؤسسة حكومية قسم خاص مسؤول عن تصميم وبرمجة وصيانة وتطوير الموقع الإلكتروني الخاص بالمؤسسة. وتتحدد مشكلة البحث في عدم تأكيد بعض المواقع الإلكترونية الحكومية على الجوانب الجمالية وتحقيق الهدف الوظيفي للمؤسسة والتعبير عن أهدافها نتيجة للتركيز على التخصص المعلوماتي واستخدام القوالب الجاهزة في تصميم المواقع الإلكترونية الحكومية. وهدف البحث إلى تصميم مواقع إلكترونية مبتكرة من خلال تطبيق نظرية كورت للتفكير الابتكاري. وجاء الفرض انه يمكن تصميم مواقع إلكترونية حكومية مبتكرة من خلال تطبيق نظرية كورت للتفكير الابتكاري. وخلصت الدراسة إلى أن أهم المواقع الحكومية صممت باستخدام المصمم لقوالب جاهزة وعدم اللجوء العمل على تصميم قالب خاص بالمؤسسة الحكومية نتيجة التركيز على المحتوى دون الشكل وإغفال ضرورة ارتباط التصميم الشكلي للمواقع الإلكترونية الحكومية بأهداف المؤسسة من خلال الصور والرسوم والنصوص والألوان والعلاقات التصميمية التي تجمع بينهم. وتوصي الباحثة بضرورة وجود المزيد من الدراسات عن الطرق والأساليب المستحدثة في تصميم المحتوى الإلكتروني المبتكر للمواقع الإلكترونية الحكومية لما لها من أهمية في وقتنا الحالي. With the advancement of technology and the widespread use of social media platforms, it has become imperative for government institutions to utilize these channels for communication with members of society and for the digital transformation of all services. This transformation encompasses the provision, retrieval, and management of information and a crucial means of communication. Every government institution now finds it essential to establish its own website, not only to introduce itself and its services but also to offer certain services electronically. This adaptation is necessary to meet the evolving needs of society and to stay aligned with technological advancements. Subsequently, the field of website design has become increasingly active. Within each government institution, there exists a specialized department responsible for the design, programming, maintenance, and development of the institution's website. The research problem is identified as the insufficient emphasis on the aesthetic aspects of some government websites. This lack of emphasis compromises the functional goals of the institution and fails to adequately convey its objectives. It arises from an overemphasis on informational content and the widespread use of ready-made templates in the design of government websites. The research sought to design innovative websites by applying Cort's theory of innovative thinking. The hypothesis posited that innovative government websites could be designed by applying Cort's theory of innovative thinking. The study concluded that the majority of government websites were designed using ready-made templates, rather than through the development of templates specific to the government institution. This tendency stemmed from a focus on content over form, resulting in the neglect of the imperative to align the formal design of government websites with the institution's objectives. This alignment should encompass elements such as images, drawings, texts, colors, and design relationships. The researcher recommends further studies on new methods and techniques for designing innovative electronic content for government websites, given their significance in the present era.
