| المستخلص: | يتناول هذا البحث التجربة التونسية في مجال إدارة الوثائق الإدارية والنفاذ إليها والتي تهدف إلى تأمين الشفافية والحوكمة الرشيدة داخل الإدارة. وقد طرحنا الموضوع من خلال دراسة تحليلية للنصوص القانونية المتعلقة بمجال بحثنا من حيث أنواع الوثائق القابلة للنفاذ وسبل إتاحتها. كما تمت مقارنة التجربة التونسية ببعض المرجعيات والتجارب الدولية كالتي جاءت بها منظمة اليونسكو أو المجلس الدولي للأرشيف. This research deals with the Tunisian experience in the field of administrative document management, the access to it, and its role on the transparency and good governance within the administration through an analytical study of the legal texts related to the main research topic in terms of the types of accessible documents and ways of making them available. The Tunisian experience was also compared to some international references and previous experiences, such as those brought by the UNESCO or the International Council of Archives. Ce travail présente l'expérience tunisienne dans le domaine de la gestion des documents administratifs et de l'accès à ces documents dans l’optique de la transparence et la bonne gouvernance au sein de l'administration. Nous avons procédé à une étude analytique des textes juridiques en rapport avec notre sujet et ce en termes de types de documents accessibles et les moyens de les rendre disponibles. L'expérience tunisienne a également été comparée à certaines références ou expériences internationales, comme celles apportées par l'UNESCO ou le Conseil international des archives. |
