| المستخلص: | The Sahel region is characterized by a state of insecurity and instability, with increasing of violent conflicts in many ways, for example the rebellion / insurgency of some armed groups against the central state; conflicts between social components over the access and control of natural resources, which have been risen by ethnic dimensions; as well as the spread of the terrorist groups, that adapted its activities and strategy to confront Governmental and international forces deployed in this geographical space. However, many analyses explain the factors of this security dilemma between the political determinants that have characterized the building of modern state after independence; the economic and social failure as a result of this political dimension; as well as developmental weakness and interactions between elements of both solid and human security. Therefore, Morocco’s engagement in the Sahel is based on a multi-dimensional mechanism addresses the root causes of the security dilemma, through its support of the region’s countries in facing security threats and achieving regional security, as well as peace building efforts among the main parties according to a multilateral approach. تعرف منطقة الساحل حالة من انعدام الأمن والاستقرار، سمته تصاعد حدة النزاعات المختلفة ما بين تمرد جماعات مسلحة على الدولة المركزية، وسيادة نزاعات بين المكونات الاجتماعية حول الوصول والسيطرة على الموارد الطبيعية، التي تم إسباغها بالأبعاد العرقية، فضلا عن انتشار الجماعات الإرهابية، التي كيفت أنشطتها واستراتيجيتها لمواجهة القوات الحكومية والدولية المنتشرة بهذا الفضاء الجغرافي. في هذا المنظور، تختلف العوامل المفسرة لهذه المعضلة الأمنية ما بين محددات سياسية طبعت بناء الدولة الحديثة ما بعد الاستقلال، وما بين محددات اقتصادية واجتماعية نتيجة لهذا البعد السياسي، وبين من يربطها بضعف التنمية وعلاقات التأثير والتأثر بين عناصر الأمن الصلب والإنساني. في ضوء ذلك، ينخرط المغرب في منطقه الساحل بآليات متعددة الأبعاد تهدف إلى معالجة الأسباب الجذرية للمعضلة الأمنية، جوهرها الأساسي دعم دول المنطقة في مواجهة التهديدات الأمنية وتحقيق الأمن الإقليمي، فضلا عن جهود بناء السلام بين الأطراف الأساسية وفق أجندة إقليمية متعددة الأطراف بعيدا عن المقاربات الأحادية. |
