| المستخلص: | تناولت الورقة أسس ومبادئ تخطيط النقل الحضري. تمثلت مشكلة الدراسة في أن هناك مشاكل تواجه النقل في المدن بسبب التمدد الحضري والنمو السكاني المتزايد ما أدى إلى تفاقم مشاكل النقل في المدن كما أدى إلى عدم مواكبة وملاءمة منظومة النقل البري للتطور السكاني بالمدن، ولتوضيح المشكلة أكثر فقد طرحت الدراسة السؤال التالي ما أسباب عدم مواكبة وملاءمة منظومة النقل البري للتطور السكاني بالمدينة؟. نبعت أهمية الدراسة من أهمية موضوع تخطيط النقل مما جعل الدارسين يهتمون به على المستويين العالمي والإقليمي وبشكل خاص في الدول النامية كما أن الأهمية العلمية أرجعت ذلك للاهتمام بموضوع التحضر السريع في ظل التمدد الحضري في المدن بالإضافة إلى قلة الدراسات العلمية في مجال تخطيط النقل الحضري. هدفت الدراسة إلى معرفة آثار التمدد الحضري في المدن ومعرفة أنواع تخطيط النقل، كذلك تحديد أسس ومبادئ تخطيط النقل الحضري ومعرفة العوامل المؤثرة في حركة النقل وأنماط شبكات النقل الحضرية بالإضافة إلى النظريات والمؤشرات الكمية لقياس كفاءة وفاعلية شبكات النقل. اتبعت الدراسة المنهج الوصفي التحليلي. وتوصلت الدراسة إلى عدة نتائج أهمها أن تمدد الأطراف وتفريغ مركز المدينة أدى إلى نقص جاذبية المركز مقابل الأطراف وأن أسس ومبادئ النقل تتمثل في تحديد مشاكل النقل الحالية والمتوقعة واقتراح عدد من البدائل المترتبة على إدخال تحسينات مستقبلية وأن النقل البري يساعد على حل مشكلة البطالة ويدعم البنية الأساسية خاصة الطرق والكباري ويعمل على الاستغلال الأمثل للموارد المتاحة. قدمت الدراسة عدة توصيات أهمها توسيع الشوارع وإنشاء العديد من الأنفاق والجسور وعقد تحويل السر، إعطاء الأولوية للطرق الدائرية عند رسم السياسات والخطط التنموية للمدينة لامتصاص الكثافة المرورية من الشوارع الداخلية، والحد من استعمال المركبات الخاصة. The study addressed the bases and the principles of the urban transport planning, the problem of the study, here were problems that faced the transport in towns, because of the urban expansion, and the increasing population growth, which worsen the transport problems in towns, and not keeping up with and the inappropriateness of the land transport system for the population development in towns, for more explanation for the problem the following question was displayed, what was the reasons not escorting and the inappropriateness of the land transport system to the population development in town, the importance of the study emerged from the importance of the issue of planning the transport which made the learners cared about it, in the international and regional levels, especially in the developing countries, also the scientific importance put it back to the caring of the rapid civilization under the shade the urban expansion in towns, in addition to the fewness of the scientific studies in the axis of the urban transport playing, the study aimed to know the impact of the urban expansion in towns, to know the kinds of transport planning, and also determining the bases and the principles urban transport planning, to know the influential factors in transport movement, the types of urban transport nets, in addition to the theories and the quantity indicators, for measuring the competence and the effectiveness of the transport nets, the study followed the descriptive analytical methods, the study came to many results, the most important, the expansion of the edges and the evacuation of the center led to the decrease of the attractiveness of center in front of the edges, the bases and the principles of the transport represented in determining the recent transport problems and the expected ones, and the suggestion of many alternatives as entering future improvements, the land transport helped in the solving the unemployment problem, and supported the essential structure, specially roads bridges and the optimal exploitation for the available resources, the study presented many recommendations, the most important, widening the roads, constructing many tunnels and bridges, and the movement transferring knots, prioritizing the circular roads, when drawing the policies, and the development plans for the town for absorbing the high traffic density from the internal roads, the limitation of the usage of the private vehicle. |
