| المستخلص: | الحي الاستشفائي، الجامعي والإداري بهضبة الرابطة: التكون والمحتوى ربوة الرابطة أو ما يطلق عليها اليوم "الهضبة الصحية" كانت تعرف سابقا بــ "الجبل الأخضر". أتى هذا التغير في تسميتها نتيجة لما آلت إليه بعد أكثر من قرن من الزمن شهدت خلاله تحولات على مستوى دورها ومشهدها ومكانتها في المجال الحضري لتونس الكبرى. فبعد فترة طويلة من التهميش من حيث موقعها ومحتواها، أصبحت الربوة إحدى أهم الأماكن وذلك لاحتوائها على حي للخدمات ينتمي أغلبها إلى قطاع الصحة العمومية. لكن رغم أهميتها فإن هذه الربوة لم تحظى بعد بدراسة جغرافية في علاقة بخصائصها الحضرية. تقتصر هذه المساهمة الأولى على تقديم أنشطة الحي المذكور ووزنه الوظيفي على مستوى التجمع الحضري لتونس كما نسعى من خلالها إلى الرجوع إلى أبزر المشاكل المتعلقة باشتغاله وما تمثله بالنسبة إلى اهتمامات المسؤولين وصانعي القرار. استوجبت خصوصيات الموقع والتطور الذي أدى إلى تكون الحي المذكور إلى التعرض إلى مساره التاريخي المحمل ببصمات الماضي والتي لايزال بعضها هاما على مستوى المشهد وتأثيرها فعال فيما يتعلق باشتغال مختلف الخدمات والمؤسسات بهذا الحي. About the content and genesis of the hospital, university and administrative district of the Rabta Hill (Tunis) Formerly known as "Jbel Lakhdar (Green Mountain)", the Rabta Hill is today often called "the Sanitary Hill". This name change comes after an evolution over more than a century and reflects a change of vocation, landscape and role in the urban space. It is in fact a land that has become, after a long phase of marginalization by its location as well as by its content, one of the most important of the Tunisian agglomeration. This appears in particular through the formation of a district of services dominated by activities related to public health. However, despite this importance, the hill has not yet benefited from any detailed geographical study, much less from urban geography. This work, intended as a first contribution, is limited to a presentation of the overall spatial organization of the district evoked as well as its content and weight in the agglomeration. It also attempts to know the most apparent functional problems and their place in the concerns of managers and decision-makers. The nature of the site and the evolution that led to the formation of the aforementioned district will also impose an undeniable historical component. This is also indispensable because of the many imprints of the past, some of which are still important in the landscape and continue to influence, sometimes significantly, the current functioning of various services or institutions. Jadis, connue sous l’appellation de «Jbel Lakhdar » (le mont vert), la colline de La Rabta est de nos jours souvent désignée par « La colline sanitaire». Ce changement de nom est l’aboutissement d’une évolution sur plus d’un siècle et témoigne d’un changement important de vocation, de paysage et de place dans l’espace urbain du Grand Tunis. Il s’agit en fait d’un lieu devenu, après une longue marginalisation par sa localisation ainsi que par son contenu, l’un des plus importants de l’agglomération tunisoise. Ceci tient en particulier à la formation d’un quartier renfermant un groupement de services dominés par les activités en rapport avec la santé publique. Mais, en dépit de cette importance, la colline n’a pas encore bénéficié d’études géographiques détaillées concernant ses caractéristiques urbaines. Ce travail, qui se propose comme une première contribution, se limite à un essai de présentation des activités du quartier évoqué ainsi que de son poids dans l’agglomération. Il tente aussi de revenir sur les problèmes fonctionnels les plus apparents et leur place dans les préoccupations des responsables et décideurs. Les caractéristiques du site et l’évolution qui a conduit à la formation de ce quartier imposeront un volet historique indéniable. Ce dernier est également rendu indispensable par les nombreuses empreintes du passé dont certaines sont toujours présentes dans le paysage et continuent à influencer, parfois sensiblement, le fonctionnement actuel de différents services ou institutions. |
